SUBJECT: Consider Conejo Valley YMCA Request to Use the Apricot Room for
Youth and Government Event
DISCUSSION
The City received a written request from the Conejo Valley YMCA for the use of the
Apricot Room to host their Youth and Government Bill Hearing Event on September 17,
2009, from 5:00 pm to 9:00 pm. In addition to using the room, the YMCA is asking that
the Council waive the City's facility rental fees.
The Youth and Government delegation participating in the Event will be comprised of 60
to 70 high school students among them Moorpark residents. This event will serve as
preparation for a similar event and activities in Sacramento.
Historically, the City has only waived facility fees for Moorpark non - profit groups. Since
the Conejo YMCA does not meet this criteria, but is providing an educational experience
involving Moorpark students, staff proposes that the City co- sponsor the event. With the
City's involvement, no facility rental fees would be charged.
STAFF RECOMMENDATION
Approve the co- sponsorship of the Conejo Valley YMCA Youth and Government Event
on September 17, 2009.

Hi Lauren,
Thanks for your email. Sounds like a terrific program. I am cc'ing both our city manager
(Steve Kueny) and our City Clerk (Debbie Traffenstedt) on your email. If you have used
the Apricot Room (City Council Chambers) before or perhaps the Citrus Room (next to the
Apricot Room) at City Hall, facilitated through former Mayor Hunter, they probably
remember and can very likely help you.
That particular week, I will personally be at the League of CA Cities annual convention in
San Jose, as will at least two other council members (From Sept. 16- 18) or I would love
to come to the Sept 17th Thursday meeting to see it in action. I am a life long educator,
as you may or may not know, so involving students in learning about government is near and
dear to my heart.
I trust that Debbie, or Steve, or someone they designate will get in touch with you to see
if it is possible to arrange something. If I can be of further assistance, please let me
know.

Good afternoon! My name is Lauren Bianchi, I am a Representative of Supervisor Kathy Long
and met you at a variety of NWPC meetings. I wanted to email you regarding personal
volunteer work that I do in Moorpark (that you might be familiar with) and ask your
advise /support.
I volunteer with the Conejo YMCA's Youth and Government Program. It is a statewide Model

Court and Legislature Program for high school aged students. Our local delegation is
comprised mostly (99 %) of Moorpark High School students and regularly meet at Chaparral
Middle School near your council. There is a variety of different local events we
participate in throughout the year and in February we go to Sacramento for a statewide
conference. In Sacramento, the California YMCA "takes over the capital ". YMCA is the only
organization permitted to allow students to actually use the Senate /House Chambers, court
rooms and even the Supreme Court building to run our program. It is a remarkable
experience and I would love to chat with you more about it in the future. Here is the

program on a statewide level.
I have been made aware that we might not have a meeting space for our Sept 17th, 2009
meeting. I know that we have used City Hall for previous events - thinking it might have
been the Apricot room (or some fruit ? ?)? I wanted to ask who you would recommend speaking
to for us to initiate the process to use a room on the 17th from about 5:OOpm to 9:OOpm?
We generally have about 60 -70 high school students participating but I will not have our
actual numbers for this year until early September. The former Mayor Hunter was helpful in
the past (as his son was involved in the program); therefore I am not sure who to work
with now.

Dear Mayor Parvin and Council Members,
I am writing on behalf of the Conejo Valley YMCA's Youth and Government Program for the
2009 -2010 school year. Youth and Government is a YMCA program that Invites high school
students, to participate in a 'hands -0n' mock government program. The delegates who
participate receive first hand experience with all aspects of government. The program offers the
students the chance become a Senator, Assembly member, Lobbyist, Journalist, Governor, or
participate on the Supreme Court. Every YMCA submits a legislation bill to the state governing
board, California YMCA, to be taken to the final conference in February located in Sacramento.
At the conference, over 90 YMCA groups will debate, discuss, and either pass or kill each of
these bills submitted by each group. The goal of the program is to teach these students how to
participate in Democracy.
Throughout the year, The Conejo Valley YMCA Delegation meets weekly to practice debates,
draft legislation in preparation for the Sacramento Conference. Our delegation meets regularly
at Chaparral Middle School. Unfortunately, back to school night conflicts with our meetings on
September 17, 2009. 1 would like to request the use of the city council chambers on September
17, 2009 from 5:00pm to 8:30pm to help us facilitate our weekly meeting.
