DATE: October 9, 2009 (CC Meeting of 10/21/2009) SUBJECT: Consider the Selection of a Consultant for North Hills Parkway — Phase 1 Design Services and Resolution Amending the Fiscal Year 2009/10 Budget to Fund the Design Services BACKGROUND On May 21 , 2008, the City Council considered the conceptual design of North Hills Parkway which extends from Los Angeles Avenue at the west end of the City to Spring Road. The preferred roadway alignment was found to be consistent with the Circulation Element of the General Plan. A Request for Proposal (RFP) was sent to six engineering firms for the design of Phase 1 of North Hills Parkway from Gabbert Road on the east to Los Angeles Avenue. The design would include the railroad undercrossing and the plans will conform to Caltrans design standards. Three of the six firms submitted proposals and were qualified for interviews with City staff. The RFP and proposals are available for review in the Community Development Department. DISCUSSION AECOM, KOA Corporation (KOA), and Parsons each submitted a proposal for design services for North Hills Parkway — Phase 1. Upon initial review of each proposal Staff found the proposals to be responsive to the RFP. Interviews were held with each firm. Each consultant was evaluated on the thoroughness of the scope of work, the overall approach to the scope, the personnel and consultants assigned to the project, previous related work, and the proposed cost. The rating of each of the categories, except for proposed cost is on the basis of a scale of 1 to 5 with 5 being the highest score. 149 Honorable City Council October 21 , 2009 Page 2 Proponent Thoroughness Overall Personnel Previous Proposed of Proposal Approach and Related Cost Consultants Work AECOM 4 4 5 5 $1,8961438 KOA Corporation* 5 4 5 4 $1,458,178 Parsons** 3 4 4 4 $2,152,210 *KOA Corporation is currently the City's traffic consultant. **Parsons was the engineering firm who prepared the conceptual alignment studies for North Hills Parkway that was recently adopted by the City Council. AECOM and KOA received identical rankings based on the four evaluation categories. Staff called references for AECOM and KOA to verify the quality of their work and the satisfaction with their design services. Both firms are capable of providing quality design services for the project, however, based on discussions with the references, KOA is providing a design team with a higher level of experience and expertise in obtaining design approvals from Union Pacific Railroad and the California Public Utilities Commission. Timely approval of the project's railroad elements is critical for the successful delivery of this design project. Therefore, staff recommends that KOA be selected to provide the design services. Staff will then negotiate the final scope of work and design fee. FISCAL IMPACT The final design fee for Phase 1 of North Hills Parkway is anticipated to be approximately $1 ,500,000.00. Staff recommends that the City Manager be authorized to amend the design contract for unforeseen design contingencies in an amount not to exceed $150,000.00. Funding for design services for this portion of North Hills Parkway is not included in the recently adopted Fiscal Year 2009/10 budget. There are however, funds in the City- Wide Traffic Mitigation Fund ($14,509,626) that may be used to pay for these design services. In addition, future contributions to the Traffic Mitigation Fund by seven developments planned along the North Hills Parkway corridor are estimated to total approximately $9,000,000. In addition, other projects throughout the City also contribute to the City-Wide Traffic Mitigation Fund, so total contributions at build-out in 2009 dollars are estimated to exceed $25,000,000.00. The attached Resolution (Attachment 1) amends the budget to allocate $1,650,000.00 from the Traffic Mitigation fund to design Phase 1 of the North Hills Parkway. 150 Honorable City Council October 21 , 2009 Page 3 STAFF RECOMMENDATIONS (ROLL CALL VOTE) 1. Authorize the City Manager to execute a consultant agreement with KOA Corporation for design services subject to final language approval by the City Manager and the City Attorney in an amount not to exceed $1,500,000.00; and 2. Authorize the City Manager to amend the consultant agreement for unforeseen design contingencies in an amount not to exceed $150,000.00; and 3. Adopt Resolution No. 2009- amending the FY 2009/10 budget. Attachment: 1 . Resolution 151 Attachment 1 RESOLUTION NO. 2009- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2009/10 BUDGET TO REVISE THE APPROPRIATIONS AND BUDGET AMOUNTS FOR PROJECT 8061: NORTH HILLS PARKWAY [CITY-WIDE TRAFFIC MITIGATION FUND (2002)] WHEREAS, on July 1, 2009, the City Council adopted the budget for Fiscal Year 2009/10; and WHEREAS, a staff report has been presented to the City Council recommending KOA Corporation for design services of the North Hills Parkway — Phase 1 (Capital Improvement Project No. 8061); and WHEREAS, the same staff report has been presented to the City Council requesting a budget amendment in the aggregate amount of $1,650,000.00 in the City- Wide Traffic Mitigation Fund (2002); and WHEREAS, Exhibit "A" hereof describes said budget amendment and the resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a budget amendment in the aggregate increase of $1,650,000.00 as more particularly described in Exhibit "A", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
