HomeMy WebLinkAboutMIN 2016 0907 CC SPC MINUTES OF THE CITY COUNCIL Moorpark, California September 7, 2016 A Special Meeting of the City Council of the City of Moorpark was held on September 7, 2016, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:01 p.m. 2. ROLL CALL: Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; David Bobardt, Community Development Director; Sean Corrigan, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; and Jessica Sandifer, Program Manager. 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 5. CLOSED SESSION: Mr. Kueny requested the Council go into closed session for discussion of one case under Item 5.A, three cases under Item 5.B, and Items 5.E. and 5.F. on the agenda. Mr. Ennis announced for the one case under Item 5.A., pursuant to Government Code Section 54956.9(e)(1), the facts and circumstances that might result in litigation against the City, but which the City believes are not yet known to a potential plaintiff or plaintiffs, need not be disclosed. MOTION: Councilmember Van Dam moved and Councilmember Millhouse seconded a motion to adjourn to closed session for discussion of one case under Item 5.A, three cases under Item 5.B, and Items 5.E. and 5.F. on the agenda. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Pursuant to Paragraph (1) of Subdivision (b) of Government Code Section 54957) Title: City Manager and City Attorney Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; David Bobardt, Community Development Director; Sean Corrigan, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; and Jessica Sandifer, Program Manager. The Council reconvened into open session at 6:32 p.m. Mr. Kueny stated one case under Item S.A. was discussed and there was no action to report. CONSENSUS: By unanimous consensus, the City Council determined to continue the Special Meeting closed session until after the Regular City Council meeting, and the Mayor recessed the meeting at 6:32 p.m. Following the regular City Council meeting, the City Council reconvened into the Special Meeting closed session at 9:57 p.m. for continued discussion of three cases under Item 5.B, and Items 5.E. and 5.F. on the agenda. Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Kevin Ennis, City Attorney; Deborah Traffenstedt, Assistant City Manager; David Bobardt, Community Development Director; Sean Corrigan, City Engineer/Public Works Minutes of the City Council Moorpark, California Paqe 3 September 7, 2016 Director; Jeremy Laurentowski, Parks and Recreation Director; Jessica Sandifer, Program Manager; and Brian Chong, Administrative Services Manager. Ms. Traffenstedt, Mr. Laurentowski, Ms. Sandifer, and Mr. Chong left the meeting at 10:16 p.m. Councilmember Pollock left the meeting at 10:20 p.m. and returned at 10:28 p.m. Mr. Bobardt and Mr. Corrigan left the meeting at 10:28 p.m. The Council reconvened into open session at 10:34 p.m. Mr. Kueny stated three cases under Item 5.B, and Items 5.E. and 5.F. on the agenda were discussed and there was no action to report. 6.
