SUBJECT: Consider the Selection of RBF Consulting for North Hills Parkway
and State Route (SR) 23 Alternate Design Services and Resolution
Amending the Fiscal Year 2009/10 Budget to Fund the Design
Services
BACKGROUND
Recently, when discussing the Development Agreement grading requirement for North
Hills Parkway and SR 23 Alternate with Pardee Homes city staff found that the vertical
and horizontal location of the intersection of North Hills Parkway and SR 23 Alternate
needed to be established so that the grading done on the North Hills Parkway and on
SR 23 Alternate would seamlessly connect with the future intersection. The intersection
of North Hills Parkway and SR 23 Alternate is south and east of the boundaries of
Moorpark Highlands. Additionally, with the completion of the Environmental Impact
Reports (EIRs) for the three gravel quarry expansions, it is important to have the
potential precise alignment of SR 23 Alternate set from the city's northern limits to
Broadway Road. Staff requested a proposal from RBF Consulting for both of these
items. RBF is the engineer for Pardee Homes and has designed the grading plans for
Moorpark Highlands and is very familiar with the area and the project.
Proposals were not requested from other firms since RBF Consulting is the engineer
and designer for Pardee Homes extension of North Hill Parkway and SR 23 Alternate
within the Moorpark Highlands project and is the most knowledgeable firm doing work in
the area.
DISCUSSION
The scope of work for this project encompasses two parts, one part is to establish the
intersection of North Hills Parkway and SR 23 Alternate along with the on-ramp to SR
23; the second part of the scope of work is the design of the extension of SR 23
Alternate north of the city limits to connect with Broadway Road. Completion of this
scope of work is necessary to ensure that the work required of Pardee Homes on North

Hills Parkway and SR 23 Alternate will seamlessly connect to the future intersection of
North Hills Parkway and SR 23 Alternate and will also connect to Broadway Road.
Pardee Homes is required to grade two lanes of North Hills Parkway and two lanes of
SR 23 Alternate within the limits of its property, i.e. Moorpark Highlands, as a
requirement of the adopted Development Agreement. It should be noted that the work
that RBF Consulting would do on the intersection is not construction plans but sufficient
work to establish the vertical and horizontal elevation of the intersection of North Hills
Parkway and SR 23 Alternate and the southbound on-ramp.
The second part of the scope of work is to move beyond the conceptual design
approved by the City Council for the extension of SR 23 Alternate north from the city
limits to Broadway Road. This work would be for a conceptual grading design of a two
lane road along the approved alignment. It would include geologic/geotechnical work,
hydrology, grading and environmental concerns. The road alignment, outside of the
boundaries of Happy Camp Regional Park, would be totally contained on land adjacent
to the park and outside of the City's boundaries.
The total cost for the scope of work is $82,500.00. The work would begin immediately
upon execution of the contract and be completed within three months from the start of
work. The project covers two Capital Improvement Projects (CIPs); North Hills Parkway
(Project No. 8061) and SR 23 North Alignment (Project No. 8045). To reflect the CIPs
covered, the expense will be split 50/50 between the two projects.
FISCAL IMPACT
Design services for this portion of North Hills Parkway and SR 23 Alternate were not
part of the recently adopted 2009/2010 Fiscal Year Budget. There are however
sufficient funds in the City-Wide Traffic Mitigation Fund (2002) that may be used in order
to pay for the design services. The City Council would have to adopt a resolution
transferring funds.
STAFF RECOMMENDATIONS (ROLL CALL VOTE)
1. Subject to final language approval by the City Manager and the City Attorney,
authorize the City Manager to sign the negotiated contract for services with RBF
Consulting for design services in an amount of $82,500.00 for North Hills Parkway
and SR 23 Alternate intersection and for the design of SR 23 Alternate from the
northern city limits to Broadway Road.
2. Adopt Resolution No. 2009 - to fund the design services.

SR23 Alignment Study from Broadway to TTM 5045
Mr. Hogan:
RBF Consulting (RBF) is pleased to provide you with this proposal for our professional civil
engineering consulting services for the preparation of an Alignment Study for SR23 from
Princeton Avenue to Highlands, TTM 5045, and North Hills Pkwy from Spring Road to its
intersection with the proposed SR23. The study will also include the SR23 extension from TTM
5045 to Broadway Road. The portion of SR23 within TTM 5045 is not included in this proposal.
The alignment study that we prepared for Pardee Homes will be used for SR23 within TTM 5045.
Exhibit "C' of this proposal shows the limits of this study. Since less is known about the
alignment north of TTM 5045, we have included in the scope an environmental constraints
overlay, preliminary hydrology study, and cost estimate for that portion of the alignment.

EXHIBIT A
SCOPE OF SERVICES
Consultant shall perform the following Scope of Services in support of the development of
SR23/North Hills Parkway.
TASK I— TOPOGRAPHIC/PHOTOGRAPHIC BASE MAP
RBF will prepare a composite topographic map at a scale of I"=200' based upon available
topographic and aerial photographic information.
TASK 2— SOUTHERLY PORTION OF SR23 AND NORTH HILLS PARKWAY ALIGNMENT STUDY
RBF will prepare an alignment study for the proposed extension of State Route 23 (SR23)
from the Moorpark Highlands Development to Princeton Avenue and proposed North
Hills Parkway from Spring Road to its intersection with proposed SR 23 (See Exhibit C).
This study will use information from the Alignment Study that was done for Pardee Homes
for SR23 within the Highlands Development, TTM 5045. The road alignment North of
TTM 5045 is addressed in Task 3. This Task will consider both horizontal and vertical
alignments and the resulting earthwork quantities. The roadway widths will be 64' as stated
in the Conditions for TTM 5045, Resolution No. 2000-1767 Condition CDD-48. The SR 23
alignment will be designed to Caltrans standards and North Hills Parkway will be designed
to City of Moorpark/County of Ventura Standards.
RBF will prepare a study for the SR 23 southbound on-ramp. We will determine if an on-
ramp is compatible with the alignment determined in Task 1. If it is found to be
compatible, the horizontal and vertical alignment and earthwork quantities will be included
in the study. If it is not compatible,we will list the impacts to the design that would be
required to accommodate the on-ramp. This includes such things as impacts to existing
houses, earthwork quantities, and the addition of retaining walls. This task will only address
the south bound on-ramp. Any other on or off ramps are not included.
TASK 3— NORTHERLY PORTION OF SR23 TO BROADWAY ROAD
RBF will prepare a preliminary alignment plan and profile for SR23 from TTM 5045 to its
connection to Broadway Road, see Exhibit "C". This preliminary plan will illustrate the
horizontal alignment, vertical grade and grading. The roadway width will be 64' as
conditioned with TTM 5045 and the alignment will be designed to Caltrans standards.

TASK 3.1— ENVIRONMENTAL,CONSTRAINTS
RBF will prepare an environmental constraints overlay based upon record
information including biological, cultural, General Plan land use and geotechnical
data for the SR23 alignment from TTM 5045 to Broadway Road only.
TASK 3.2- PRELIMINARY HYDROLOGY STUDY
RBF will prepare a preliminary hydrology study which illustrates tributary areas,
flow rates, and major drainage crossings for the SR23 alignment from TTM 5045 to
Broadway Road only.
TASK 3.3— PRELIMINARY QUANTITYAND COST ESTIMATE
RBF will prepare estimate of earthwork and construction costs for the alternative
roadway alignment prepared in task 3.
TASK 4— SUMMARY REPORT
RBF will prepare a summary report, which documents the assumptions of the engineering
and environmental analysis conducted as part of this work program.
TASK 5— MEETING ATTENDANCE AND CONSULTATION
RBF will attend meetings and provide consultation to the City during the completion of
this work program with a maximum budget of(20) twenty hours.

Progress billings will be forwarded to the Client monthly based on a percent complete for
each task, not to exceed the total fee authorized for this project, plus all direct costs
advanced by Consultant. Reimbursable expenses include blueprinting, overnight mail
services, plotting (including in-house check plots and prints) and delivery services. The
Client shall make every reasonable effort to review invoices within (15) working days from
the date of receipt of the invoices and notify Consultant in writing of any particular item
that is alleged to be incorrect.
The fees proposed herein shall apply until July 2010. Due to ever-changing costs,
Consultant will increase those portions of the contract fee for which work must still be
completed after July 2010 by five percent (5%).

RESOLUTION NO. 2009 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR
2009/2010 BUDGET TO INCREASE CITY-WIDE TRAFFIC
MITIGATION FUND (2002) FOR DESIGN OF CONSTRUCTION
PLANS FOR NORTH HILLS PARKWAY AND STATE ROUTE
(SR) 23 ALTERNATE
WHEREAS, on July 1, 2009, the City Council adopted the budget for Fiscal Year
2009/2010; and
WHEREAS, a staff report has been presented to the City Council recommending
RBF Consulting to perform professional design services for North Hills Parkway (Project
No. 8061) and State Route 23 North Alignment (Project No. 8045); and
WHEREAS, the same staff report has been presented to said Council requesting
a budget amendment in the aggregate amount of $82,500.00 in the City-Wide Traffic
Mitigation Fund (2002); and
WHEREAS, Exhibit A, hereof, describes said budget amendment to City-Wide
Traffic Mitigation Fund (2002) and its resulting impacts to the budget line item and
expense budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That a budget amendment in the aggregate increase amount of
$82,500.00 as more particularly described in Exhibit A, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.
