SUBJECT: Consider Request from Gold Coast Officials Association to Waive
Facility and Park Rental Fees for an Amateur Softball Association
National Umpire School
DISCUSSION
The City Council is being asked to consider a request from the Gold Coast Officials
Association (see attachment) to waive facility and park rental fees for a National Umpire
School presented by the non-profit Amateur Softball Association of America (ASA). This
request is being brought before the Council because it is not eligible for a fee waiver under
Council Policy 6.2: Non-Profit Organization Annual Facility Reservation Policy. The policy
applies only to Moorpark non-profit organizations. Gold Coast Officials Association does
not have a non-profit number and is chartered out of Los Angeles. While the ASA does
have a non-profit number, they are not chartered out of Moorpark.Additionally,the Council
policy limits events to one day per calendar year, and the request is for a three-day event.
The Umpire School will be open to umpires from all over the United States. Topics will
include softball rules and umpire mechanics. Attendance for the program is estimated at
125. The school is scheduled for February 6, 7, and 8, 2010 at the Arroyo Vista Community
Park and Recreation Center. The ASA would need use of the Sycamore Room for
classroom training, as well as all four softball fields for field training. The Sycamore Room
will be needed from 8:00 a.m. to 5:00 p.m. on Friday and Saturday, and from 1:00 to 5:00
p.m. on Sunday (the facility is not available Sunday mornings due to a long-term church
rental). The ball fields will be needed from 8:00 a.m. to 5:00 p.m. on all three days.
Moorpark Girls Softball has an agreement with the City for use of the ball fields from mid-
January through July. Girls Softball has been contacted by staff regarding the ASA School,
and agreed to allow the ASA to use all four ball fields on February 6, 7, and 8, 2010.
The ASA would be classified as a group 3 renter under the City's park and facility rental
resolutions. According to current fee schedules, rental fees for the ball fields would total

$1,620 and fees for the Sycamore Room would total $1,540. Other fees associated with
their use such as table and chair rental and insurance would depend on use and would be
calculated in accordance with the fee schedule.
Staff recommends waiving fees for use of the ball fields only. The ball field use occurs
during Moorpark Girls Softball's season, and therefore the City would not normally collect
any revenue from rental of the ball fields at that time. Additionally, Moorpark Girls Softball
is in support of hosting the school. Consistent with similarly approved park rental fee
waivers, staff recommends that the ASA be required to pay for any direct cost that may
arise from their use of the ball fields. Such costs typically involve lights and staff time.
FISCAL IMPACT
There is no fiscal impact. Any direct costs to the City would be reimbursed by the ASA.
STAFF RECOMMENDATION
Approve the request from the Gold Coast Officials Association to waive ball field rental fees
associated with the National Umpire School, subject to direct cost reimbursement, and
charge facility rental fees in accordance with the City's facility fees resolution for use of the
Sycamore Room, as outlined in the Agenda Report.

On February 5"1',6a', and 7`',the non-profit organization Amateur Softball Association
(ASA) will be teaching softball rules and umpire mechanics at an ASA National Umpire
School at Arroyo Vista Park.In conjunction with this school, several conference rooms
will be needed to accommodate classroom instruction_
As the sponsor of this event, Gold Coast Officials Association, a non-profit umpire's
association with leadership residing in Moorpark,would like to request that the Moorpark
City Council waive the traditional conference room fees for this event. With hundreds of
children playing softball in Moorpark and thousands playing in Ventura County, every
softball player will benefit from this umpires school and the local business community
will benefit from the purchases of the participating umpires and staff.
