SUBJECT: Consider Conejo Valley YMCA Request to Use the Apricot Room for
Youth and Government Event
DISCUSSION
On September 2, 2009, the City Council approved a request from the Conejo YMCA to
waive fees for the use of the Apricot Room to host a Youth Government Event on
September 17, 2009. The City has received an additional written request from the Conejo
Valley YMCA for the use of the Apricot Room for its Annual Bill Night Event on November
19, 2009, from 5:00 p.m. to 8:30 p.m. In addition to using the room, the YMCA is asking
that the Council waive the City's facility rental fees, excluding use of the City's sound
system located in the Apricot room.
The Youth and Government delegation participating in the event will be comprised of
approximately 280 people, mostly students from Moorpark High School.
Historically, the City has only waived facility fees for Moorpark non-profit groups. Since the
Conejo YMCA does not meet this criteria, but is providing an educational experience
involving Moorpark students, staff proposes that the City co-sponsor the event, but not to
allow use of the sound system, which would require technical support from City staff. With
the City's co-sponsorship, no facility rental fees would be charged.
STAFF RECOMMENDATION
Approve the co-sponsorship of the Conejo Valley YMCA Youth and Government Event on
November 19, 2009.

Dear Mayor Parvin and Council Members:
The Conejo Valley YMCA Youth and Government delegation for the 2009-2010 school year is
requesting your permission to use the Apricot room on Thursday, November 19, 2009, for its
Annual Bill Night event.
As you are aware, the YMCA Youth and Government Program offers high school students
(mostly from Moorpark High School) the opportunity to participate in a model legislature and
court program. Our annual Bill Night event is the opportunity for the delegates to formally
present and debate the legislative bills on which they are currently working. A panel of judges
will select two bills that will be sponsored by our delegation and sent to Sacramento for debate
and consideration.
The Moorpark City Council, Apricot room, will provide the students a venue to practice debating
and promoting bills that they will ultimately be required to advocate on the actual State Capital
floor. If possible, we would like to use the facility on Thursday, November 19, 2009, from 5:00
PM until 8:30 PM. We anticipate that approximately 280 people (including the students) will be
attending the event. We would also appreciate the use of any sound systems that might be
available in the Apricot room for an event of this size.
