CITY OF MOORPARK•CALIFORNIA City Council Meeting of //- AC ON: MOORPARK CITY COUNCIL *Q• 0?009-0 X70 AGENDA REPORT ; TO: The Honorable City Council FROM: Tom Kruse, Parks and Recreation Director Prepared by: Allen Walter, Landscape & Parks Superintendent DATE: October 20, 2009 (CC Meeting of November 4, 2009) SUBJECT: Consider Resolution Amending the Fiscal Year 2009/10 Budget to Allocate Additional Funds for Campus Park Parkway Planting DISCUSSION In January 2005, severe rains caused flooding on Campus Park Drive from Cambridge Street to Princeton Avenue. The large volume of water began at Rustic Canyon Golf Course, at the west end of Campus Park Drive, and streamed down Campus Park Drive. The extreme volume and current of the water washed out all plant material including several trees in the parkway on the south side of Campus Park Drive, between Cambridge Street and Princeton Avenue. The unexpected flooding damage to the Campus Park Drive parkway had not been budgeted for; however, $6,000 was received in flood damage compensation from FEMA, which provided for removal of deposited silt, rocks, debris, and damaged plant material on Campus Park Drive roadway and parkway after the flooding subsided. The remaining balance of flood damage funds repaired the irrigation system to the parkway. With the Campus Park Drive parkway, between Princeton Avenue and Cambridge Street, remaining tree and shrub replacement alternative funding options were explored. Staff attempted to secure funding through state funded TEA 21 grant funds as part of the Caltrans regional transportation enhancement grant project in an effort to replace the damaged landscape and irrigation in the parkway along the west side of Campus Park Drive, from Princeton to Cambridge Street. After negotiating with Caltrans for two years, the final determination prevented funds replacing irrigation, groundcover, or bushes, only trees. Notification of Caltrans decision came after the timeline for grant funds lapsed. 127 Honorable City Council November 4, 2009 Page 2 Staff then evaluated using funds from the Citywide Landscape District (84-2), but the budget reserve funds were too low to accommodate the project. The City's contract landscape services provider Venco Western has continued to maintain the site trees and irrigation and has kept the parkway weed free. The severe flooding of Campus Park Drive from Princeton Avenue to Cambridge Street caused damage and removal of 30 trees leaving only 36 trees remaining. The flooding also damaged over 700 shrubs that did not recover from the water, silt, and debris carried by the fast moving floodwaters. Staff is proposing to replant the parkway with 30 new Crepe Myrtle trees, 244 Raphiolepis, 243 Agapanthus, and 243 Fortnight Lily. All plant material will be provided free of charge through the City's Lease Agreement with Boething Treeland Farms, Inc., charging only for labor and the cost for miscellaneous supplies (tree stakes, tree ties, fertilizer, etc.) to conclude the project. Staff solicited bid proposals to perform the work and received three responses: Contractor Bid Price Azteca Landscape Services $ 2,000.00 Metro Landscaping $ 4,362.50 Venco Landscape Services $ 4,429.84 The lowest qualified bidder is Azteca Landscape Services, one of the City's current landscape maintenance contractors. FISCAL IMPACT This project was not included in the fiscal year 2009/10 adopted budget. Although the area along Campus Park Drive, between Cambridge Street and Princeton Avenue, falls within the City's Landscape Assessment District 84-2 Citywide Zone, staff is recommending that the General Fund (1000) be used to finance the project. If approved, it will require a budget amendment to increase the General Fund (1000) appropriation by $2,500. STAFF RECOMMENDATION ROLL CALL VOTE Amend the FY 2009/10 budget to appropriate $2,500 from the General Fund, and adopt Resolution No. 2009-_, Attachment: Resolution No. 2009- 128 Honorable City Council November 4, 2009 Page 3 RESOLUTION NO. 2009- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2009/10 BUDGET TO ALLOCATE $2,500 FROM THE GENERAL FUND (1000) FOR REPLANTING OF CAMPUS PARK DRIVE PARKWAY WHEREAS, on July 1, 2009, the City Council adopted the budget for Fiscal Year 2009/10; WHEREAS, a staff report has been presented to said Council requesting a budget amendment allocating $2,500 from the General Fund (1000) for the replanting of the parkway located on Campus Park Drive. WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $2,500 from the General Fund (1000) for the replanting of the parkway located on Campus Park Drive, more particularly described in Exhibit "A" attached hereto, is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
