E• .[Tll OP OORPARK,CALIFORM, city ebundil Mleottng Moog ACTIOW MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Michael Atkin, Recreation Manager DATE: January 16, 2008 (CC Meeting of 2/6/08) SUBJECT: Consider Removal and Retention of Public Pay Phones at Certain City Facilities DISCUSSION Our current pay phone provider, AT&T, has notified the City that it will no longer provide and maintain public pay phones. They have referred the City to Pacific Telemanagement Services (PTS), a private pay phone provider, should the City wish to continue to house pay phones at certain public locations. Currently, there are public pay phones at the following City facilities: Arroyo Vista Community Park, Campus Canyon Park, Glenwood Park, Miller Park, Poindexter Park, the Moorpark Community Center, Moorpark City Library and . the Moorpark Police Services Center (MPSC). The MPSC has two pay phones in the public lobby. At one time there were pay phones at each park, with a few exceptions. The phones were operated and maintained by AT&T at no cost to the City. AT&T kept the revenue generated by phone use. Over the years AT&T began eliminating the pay phones, due to lack of use (most likely in response to the popularity of cell phones). Prior to removing the phones, AT&T gave the City the option of retaining the phones for a monthly service fee for between $53.50 and $83.94 per month depending on the location and respective maintenance costs. PTS will provide and maintain public pay phones for a monthly fee of $53.00. The change over in vendors provides an opportunity to re-examine the desirability of pay phones at certain sites. Staff recommends that the City retain a public pay phone at Arroyo Vista Community Park, the Community Center, the Moorpark City Library and only one at the MPSC, due to the large number of individuals who frequent those locations. This means one of the two pay phones in the MPSC would be removed. sACommunity Services\ADMINISTRATIVE\CC Reports\2008\2-6-08 (Pay Phones).doc �)OU15t Honorable City Council 2/6/08 Meeting Page 2 FISCAL IMPACT PTS's cost per phone is $50.00 per month plus a $3.00 monthly processing fee for a total of $53.00 per month. Current cost for pay phone service through AT&T is between $53.50 and $83.94 per month per phone. Total monthly payments to AT&T for phones at all existing locations is $682. Removing the pay phones from the suggested locations and the lower monthly fees offered by PTS would result in a decrease in the monthly cost for pay phone service to a total of $265.00 per month, a monthly saving of $417.00, or $5,004 annually. The pay phones in the parks are funded by the Park Maintenance Assessment and the pay phones in the City's buildings are funded by the General Fund. STAFF RECOMMENDATION Approve the removal and retention of public pay phones as outlined in the Agenda Report. 0001. 2
