Lindley, Parks, Recreation & Community Services Director r`, DATE: January 15, 2008 (CC Meeting of February 6, 2008) SUBJECT: Consider Resolution Amending the Fiscal Year 2007/08 Budget to Improve the Landscaping in the Parkway Along the North Side of Tierra Rejada Road, Between Sunset Valley Road and Miller Parkway DISCUSSION In early Spring of 2007, the groundcover in the parkway on the north side of Tierra Rejada Road, between Sunset Valley Road and approximately 600 feet east of Miller Parkway suffered frost damage. The groundcover, an ice plant called Delosperma "Alba", never sufficiently recovered and remains discolored and unattractive. Staff is proposing to remove the ice plant and in its place plant Raphiolepis, Star Jasmine, and Yellow Day Lilies, which is consistent with the remaining parkway landscape material and the adjacent newly landscaped medians on Tierra Rejada Road. Staff solicited bid proposals to perform the work and received three responses.. Contractor Bid Price Sunridge Landscape Maintenance $16,300 Metro Landscaping $16,925 Venco $27,000 The lowest qualified bidder is Sunridge, one of the City's two landscape maintenance contractors. Funds were not budgeted in the adopted FY 2007/08 budget for this project. The attached Resolution amends the budget by transferring $20,000 ($3,700 for contingency) from the Landscape Assessment District (Fund 2300), Zone 12, to the appropriate Zone 12 expenditure line item. 000153 Honorable City Council February 6, 2008 Page 2 FISCAL IMPACT The area along Tierra Rejada Road between Miller Parkway falls within the City's Landscape Assessment District (AD 84-2), Zone 12. At the beginning of the fiscal year, Zone 12 had a fund balance of approximately $299,329. Annual revenues in the Zone are approximately $261 ,000 and annual expenditures are $170,000. There are sufficient funds in Zone 12 to fund this project. There will be no impact on the General Fund. STAFF RECOMMENDATION ROLL CALL VOTE Adopt Resolution No. 2008-_, and authorize the Mayor to execute an agreement with Sunridge Landscape Maintenance Service for Zone 12 Landscape Improvements. SACommunity Services\ADMINISTRATIVE\CC Reports\2008\2-6-08 (Miller Parkway Landscape Improvements).doc 000154 RESOLUTION NO. 2008- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FY 2007/08 BUDGET TO ALLOCATE $20,000 FROM ASSESSMENT DISTRICT 84-2, ZONE 12 FUND BALANCE (2312) TO THE ZONE 12 LANDSCAPE MAINTENANCE EXPENDITURE BUDGET ACCOUNT WHEREAS, on June 20, 2007, the City Council adopted the budget for Fiscal Year 2007/08; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment allocating $20,000 from the Zone 12 Assessment District (AD 84-2) Fund Balance for landscape improvements along Tierra Rejada Road. WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment allocating $20,000 from the Zone 12 Assessment District (AD 84-2) for landscape improvements along Tierra Rejada Road as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
