City Council Meetirsei �g 2 . zp 2008 ACTION:�mQ•,•• MOORPARK CITY COUNCIL -' AnoP� -� czG sr sc 2fo�3 AGENDA REPORT TO: The Honorable City Council ' FROM: Mary Lindley, Parks, Recreation & Community Services,'74 Director PREPARED BY: Peggy Rothschild, Active Adult Center Supervisor DATE: February 6, 2008 (CC Meeting of February 20, 2008) SUBJECT: Consider Resolution Amending the Fiscal Year 2007/08 Budget by Appropriating General Funds (Union Pacific Foundation Funds) to Fund 25th Anniversary "My Hometown" Photography Exhibit at the Moorpark Arts Festival BACKGROUND AND DISCUSSION The City has been awarded $2,500 by the Union Pacific Foundation Board to support the "My Home Town" Project planned as part of the Moorpark Arts Festival set for May 4, 2008. The City Council is being asked to adopt a resolution (Attachment A), amending the FY 07/08 budget to formally appropriate an additional $2,500 in funds for the Arts Festival. Annually, the Union Pacific Foundation funds projects throughout the country to communities which are located along Union Pacific Railroad lines. The Union Pacific Foundation funds several areas of interest and has awarded this grant as part of its Community and Civic program to assist organizations seeking to improve and enrich the general quality of life in their community. In conjunction with the 2007 Moorpark Arts Festival, a photo exhibit was organized which asked school students to answer ten questions about our city through photographs. The resulting images captured aspects of our small town that even long- time residents had never seen. For the exhibit, three images from each participant were selected, enlarged and matted along with a photograph of the student and a brief biography. The public response to the exhibit was overwhelmingly positive. As Moorpark approaches its 25th anniversary, a means of commemorating our city has become increasingly vital. By expanding the "My Home Town" project to encompass both adults 0 00 02'7 and school children in 2008, we will give our community the opportunity to see their city from a variety of new perspectives. The "My Home Town" art project and exhibition will give participants a chance to capture Moorpark's changing face — as well as the faces of those within the community. By working with both children and adults, this art project will involve the community at a variety of levels and increase the diversity of imagery, providing a community -wide "snapshot" of present day Moorpark. FISCAL IMPACT The City Council previously allocated $8,000 from the General Fund in the Fiscal Year 2007/08 budget to fund the 2008 Moorpark Arts Festival. The $2,500 in grant funds will be used to offset additional costs related to the expanded "My Home Town" photography project planned in conjunction with the City's 25th anniversary. STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED) Adopt Resolution No. 2008 -, Attachment: Draft Resolution !00028 RESOLUTION NO. 2008- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2007/08 BUDGET BY APPROPRIATING $2,500 FROM GENERAL FUNDS (UNION PACIFIC FOUNDATION "MY HOME TOWN" PROJECT CONTRACT GRANT) TO THE PARKS, RECREATION AND COMMUNITY SERVICES ARTS FESTIVAL BUDGET (1000.7630) WHEREAS, on June 20, 2007, the City Council adopted the budget for Fiscal Year 2007/08; and WHEREAS, a staff report has been presented to said Council requesting a budget amendment appropriating $2,500 from General Funds; and WHEREAS, Exhibit "A" hereof describes said budget amendment and its resultant impacts to the budget line item(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. A budget amendment appropriating expenditures and revenue in the amount of $2,500 from General Funds (Union Pacific Foundation Contract Grant) as more particularly described in Exhibit "A" attached hereto is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
