SUBJECT: Consider Notice of Completion for the Pedestrian Smart Crosswalk
Project on Moorpark Avenue at Second Street (Project 8064)
SUMMARY
The intersection of Moorpark Avenue and Second Street has a high volume of vehicular
and pedestrian traffic. The City desired to implement improved safety features at this
intersection. Design and construction of an in -road lighted crosswalk at this intersection
has been completed.
BACKGROUND
The City obtained approval of a TDA Article 3 (bicycle /pedestrian facilities) grant to fund a
portion of the costs for the construction of an in -road lighted crosswalk. A civil
engineering consultant was retained to prepare plans and specifications for the project.
The City then obtained a Caltrans encroachment permit for the construction of the project.
In November of 2006, the City Council approved the plans and specifications for a
project. On June 20, 2007, the City Council approved the award of a construction contract
for the project. A public outreach effort was conducted to inform the surrounding
community of the new crosswalk and to encourage its use for improved pedestrian safety.
The scope of work for the project included:
a) the relocation of the existing crosswalk from the south side of the intersection
to the north side, in order to eliminate conflicts with the existing driveway and
utility boxes;
b) installation of in- pavement flashing lights and overhead beacons actuated by
pedestrian push buttons.

DISCUSSION
A. Changes
1. Quantity Adjustments: There were no quantity adjustments on this project.
2. Change Orders: Two Contract Change Orders were approved for the project,
summarized as follows:

B. Final Inspection and Acceptance
The City has completed a final inspection of the project and has found the work to
be acceptable. At this time it would be appropriate for the City Council to accept
the project as complete so that the City Clerk may record the Notice of Completion
to start the final lien period. If no Stop Notices are received from subcontractors or
suppliers, the ten percent retention will be released thirty -five (35) days after the
date of the recordation of that notice.
FISCAL IMPACT
1. Total Construction Cost. The total final project construction cost is summarized
below. The signal pole on the west side of Moorpark Avenue was placed in error
on private property requiring the City to obtain right -of -way for the pole.
