Lail, City Engineer /Public Works Director Prepared by: Dave Klotzle, Assistant City Engineer March 6, 2008 (CC Meeting of 03/19/08) SUBJECT: Consider Intersection Modifications for Dual Left Turn Lanes from Northbound Moorpark Road to Westbound Tierra Rejada Road BACKGROUND In 2003, Moorpark Road was connected to Tierra Rejada Road at Miller Parkway. The intersection improvements included dual right -turn lanes and a single left -turn lane from Moorpark Road onto Tierra Rejada Road. Through traffic from Moorpark Road onto Miller Parkway was restricted by construction of a raised median barrier, requiring vehicles to either turn right or left onto Tierra Rejada Road. DISCUSSION The subject intersection experiences high traffic volumes on Moorpark Road turning left onto Tierra Rejada Road especially in the afternoon and evening hours when commuters are returning to Moorpark. Vehicles waiting to turn left often back up into the lane of traffic for cars wanting to turn right. Staff has prepared a plan for modifications to the intersection which would provide dual left turn lanes (Exhibit 1). The modifications include restriping the lane lines and removing a portion of the raised median. The proposed modification of the raised medians may be perceived by drivers as an opportunity to continue straight to Miller Parkway would, however, adequate signing will be provided to prohibit this movement. An encroachment permit will be procured from the County to execute this work. FISCAL IMPACT The proposed modifications are estimated to cost $30,000. Funding for this project can be obtained from the City -wide Traffic Mitigation Fund (Carlsberg portion — Fund 2002), the City recently used $600,000 from this fund for the Tierra Rejada Rehabilitation S: \Public Works \Everyone \Staff Reports\2008 \March \Moorpark Road Dual Left.doc v00020 Honorable City Council March 19, 2008 Page 2 Project. Approximately $1.4M remains in the City -wide Traffic Mitigation Fund contribution from Carlsberg. As part of cooperative agreement with the County, staff will discuss sharing this cost with the County since 25% of the intersection is serving the unincorporated area. STAFF RECOMMENDATION Direct staff as deemed appropriate.
