Traffenstedt, Administrative Services Director eD5T March 11, 2008 (CC Meeting of 3/19/08) SUBJECT: Consider Resolution Amending Salary Plan and Rescinding Resolution No. 2007 -2664, and Consider Promotion of Current Human Resources Analyst to New Management Position BACKGROUND An amendment to the Salary Plan is proposed to change the title of the Competitive Services Human Resources Analyst position at Range 59 to Human Resources Specialist at Range 59, add a new Management Human Resources Analyst position at Range 62, and revise the salary range of the Management Active Adult Center Supervisor position from Range 59 to Range 62. Staff is also requesting City Council concurrence on the promotion of the current Human Resources Analyst from Range 59 to the new Human Resources Analyst Management position at Range 62. A draft Salary Plan Resolution is attached that shows recommended revisions through the use of legislative format. If the revisions to the Salary Plan Resolution are approved, the final resolution will be printed with the revised language incorporated and the legislative format deleted. DISCUSSION The responsibilities of the City's Human Resources Analyst position have changed over time; and the proposed reclassification of this position from Competitive Services to Management, and the promotion of the incumbent to the new Management position, are intended to recognize the increased complexity of the assignments and legal responsibilities of the position and the experience of the incumbent. As viewed in the attached Salary Plan resolution, the "Analyst" title is used to reflect a Management position, with the exception of the current Human Resources Analyst Competitive Services position; therefore, staff is proposing to re -title the current Competitive Services position to Human Resources Specialist and to add a Human Resources Analyst Management position at the same salary range as the Management Analyst and Information Systems Analyst positions (Range 62). Revising the Salary Range for the Active Adult Center Supervisor from Range 59 to Range 62 is also considered appropriate based on the responsibilities of the current position and to achieve an equivalent salary range with the other Management -level Supervisor 800098 Honorable City Council March 19, 2008, Regular Meeting Page 2 positions. For example, both the Parks and Facilities Supervisor and the Public Works Supervisor positions are at Range 62. The current Active Adult Center Supervisor incumbent prepares agenda reports and resolutions, drafts and administers agreements, supervises staff and a large number of volunteers, and manages the operations of the Active Adult Center. The responsibilities of the Active Adult Center Supervisor are considered equivalent to the Analyst positions and the other Supervisor positions at Range 62. If the proposed Salary Plan revisions and promotion are approved, staff will need to schedule a follow -up agenda item to amend the Classification Plan to include a new job description for the Management Human Resources Analyst position, to revise the title of the Competitive Services Human Resources Analyst position to Human Resources Specialist, and to revise the Active Adult Center Supervisor job description as needed for consistency with other equivalent positions at the same salary range. An amendment of the Management Benefits Resolution is scheduled as a separate agenda item for March 19, 2008, and includes the proposed Human Resources Analyst title in the revised definition for Management Employees. FISCAL IMPACT Promoting the current Human Resources Analyst to a Management position would provide the incumbent with a 5 percent promotion salary increase, and a higher city -paid life insurance policy ($50,000 versus $25,000) that would cost an additional $6.75 /month. The change is not proposed to be effective until the incumbent's anniversary date in April 2008. No budget amendment is required for the current fiscal year. Revising the salary range for the Active Adult Center Supervisor from Range 59 to Range 62 would merely extend the salary range for future merit raise eligibility and would not result in any change in salary for the current fiscal year. The Active Adult Center Supervisor already receives Management benefits. STAFF RECOMMENDATION 1. Adopt Salary Plan Resolution No. 2008- ; 2. Approve Promotion of the current Competitive Services Human Resources Analyst from Range 59 to the new Human Resources Analyst Management position at Range 62; and 3. Direct staff to schedule a Classification Plan amendment agenda item to incorporate related amendments to job descriptions. Attachment: Draft Salary Plan Resolution � 00099 RESOLUTION NO. 2008- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE SALARY PLAN FOR COMPETITIVE SERVICE, NON - COMPETITIVE SERVICE AND HOURLY EMPLOYEES, AND RESCINDING RESOLUTION NO. 2007 -2664 WHEREAS, the City Council at its meeting on December 5, 2007, adopted a Salary Plan to add an Office Assistant classification series of Office Assistant I (hourly) at Range 20, Office Assistant II (Competitive Service) at Range 24, and Office Assistant III (Competitive Service) at Range 29, and to delete the hourly positions of Clerk and Administrative Aide (replaced by Office Assistant 1) and delete the Competitive Service position of Clerk Typist (replaced by the position of Office Assistant 11); and WHEREAS, other changes to the Salary Plan have been determined to be required to change the title of the Competitive Service Human Resources Analyst position to Human Resources S eciali st add a Human Resources Anal st Mana ement position at Ran e 62 and revise the sale ran e of the Active Adult Center Su ervisor position from Ran e 59 to Range 62. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The corresponding salaries for the ranges established in Section 1 of this resolution are attached hereto and incorporated herein as the "Hourly Salary Schedule" Table. The Bi- Weekly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twenty six (26) pay periods. The Monthly Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours and dividing that calculation by twelve (12) months. The Annual Salary for each range may be calculated by multiplying the Hourly Salary by two thousand eighty (2,080) hours. The "Bi- Weekly Salary Schedule" and "Monthly Salary Schedule" attached to this resolution are for information purposes, only, since calculations are approximate due to rounding differences. SECTION 3. The Salary Plan is based on ranges of two and one -half percent (2.5 %) and step increases of two and one -half percent (2.5 %) with a total of thirteen (13) steps. SECTION 4. City shall continue to pay a deferred compensation contribution into a City approved deferred compensation program, for enrolled regular full -time and regular part-time employees, and the contribution amount shall be as follows: City Manager - Three percent (3.0 %) of gross base salary, Department Head positions — two and one -half percent (2.5 %) of gross base salary, and all other Management and Competitive Service regular full -time and regular part-time positions — Two percent (2.0 %) of gross base salary. Gross base salary is defined as wages paid as described in the Salary Plan Schedule (reference Section 2, herein) and including longevity pay; and excluding bilingual pay, in- lieu insurance payment, uniform cleaning allowance, leave cash -out, overtime pay, car and cellular telephone allowances, and deferred compensation payment. SECTION 5. Bilingual pay compensation for Spanish language bilingual skills shall be paid to qualified regular full -time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998, and to qualified non - competitive service employees consistent with a City Council adopted management benefits resolution. Qualification for bilingual pay shall be determined by the City Manager at his or her sole discretion. The current rates per an approved MOA and management benefits resolution are: forty cents ($.40) per hour for verbal bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week; and fifty cents ($.50) per hour for combined verbal /written bilingual pay, for all hours actually worked, and including annual leave, vacation leave, City holidays, and sick leave, but not for disability leave or other unpaid leave, for up to forty (40) hours per week. SECTION 6. Longevity pay compensation shall be paid to qualified regular full - time and part-time employees, consistent with the qualification requirements approved in a Memorandum of Agreement between the City of Moorpark and the Service Employees International Union AFL -CIO, CLC, Local 998 as follows: 121 to 180 Months of service — one - percent (1 %), 181 to 240 Months of service — one and one -half percent (1.5 %), 241 to 300 Months of service — two percent (2.0 %) 301 or more Months of service — two and one -half percent (2.5 %); and k00103 Resolution No. 2008 - Page 5 Longevity pay compensation shall be paid to qualified Non - Competitive Service employees consistent with the qualification requirements approved in a City Council adopted management benefits resolution as follows: Department Heads and City Manager 61 to 120 Months of service — one percent (1.0 %) 121 to 180 Months of service — one and one -half percent (1.5 %) 241 to 300 Months of service — two and one -half percent (2.5 %) 301 or more Months of service — three percent (3.0 %) Management Employees 121 to 180 Months of service — one percent (1.0 %) 181 to 240 Months of service — one and one -half percent (1.5 %) 241 to 300 Months of service — two percent (2.0 %) 301 or more Months of service — two and one -half percent (2.5 %). SECTION 7. Implementation of salary adjustments for positions noted in Section 1, herein, shall be limited by the performance review system. Employees shall be evaluated prior to their anniversary date, and salary adjustments shall be effective as of the first day of the pay period in which the anniversary date occurs. SECTION 8. The implementation of this Salary Plan shall be effective beginning with the paycheck dated April 4, 2008. SECTION 9. Resolution No. 2007 -2664 is hereby rescinded in its entirety. SECTION 10. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
