SUBJECT: Consider Resolution Establishing Certain Parking Restrictions on
Honeybrook Court West of Alderbrook Street and on Rivergrove
Street East of Alderbrook Street
DISCUSSION
In order to discourage overnight storage of vehicles at the west end of Honeybrook
Court, it is recommended that a NO PARKING — 2:00 a.m. to 6:00 a.m. zone be
established on both sides of Honeybrook Court between Alderbrook Street and Cedar
Spring Street, and on the south side of Rivergrove Street between Alderbrook Street
and Mountain Meadow Drive. The (HOA) Board of Directors for the Quailridge II has
reviewed and concurred with the recommendation for this restrictive parking for their
neighborhood, (Attachment 2). If adopted, the attached resolution will establish this
parking restriction. It should be noted that the HOA concurred with the timing from
10:00 p.m. — 6:00 a.m., however, for uniformity with other areas of the city, and to be
less restrictive to the residents /guests, staff is recommending 2:00 a.m. — 6:00 a.m.
FISCAL IMPACT
$500.00 funded from current budget appropriation to install 50 signs and posts.

RESOLUTION NO. 2008 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING PARKING
RESTRICTIONS ON HONEYBROOK COURT AND
RIVERGROVE STREET
WHEREAS, Section 22507 of the California Vehicle Code (CVC) authorizes a
local agency to establish parking restrictions, including the establishment of preferential
parking zones, on any street within its jurisdiction; and
WHEREAS, the City Council has determined that it is necessary to establish
certain parking restrictions on Honeybrook Court, west of Alderbrook Street, and on
Rivergrove Street, between Alderbrook Street and Mountain Meadow Drive, in order to
discourage overnight storage of vehicles.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A "NO PARKING — 2:00 A.M. TO 6:00 A.M." zone is hereby
established at the following locations:
• on both sides of Honeybrook Court, between Alderbrook Street and Cedar Spring
Street; and
• on the south side of Rivergrove Street, between Alderbrook Street and Mountain
Meadow Drive, as generally depicted on Exhibit "A" attached hereto and made a
part hereof.
SECTION 2. The City Manager is hereby directed to provide for the placement of
signs or markings giving notice of the revised parking restrictions provided for herein.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
PASSED AND ADOPTED this 19"' day of March, 2008.

The Board of Directors for Quailridge II reviewed your options for restrictive parking in the
aforementioned area and has approved for the No Parking from 10 pm to 6 am. The, however,
do not wish that the curbs be painted red at this time.

Jodi, The City has received complaints from residents in this neighborhood on parking of vehicles at this location.
The City was proposing to post NO Parking 10:00 pm to 6:00 am to prevent these vehicles from parking
overnight. Please submit to to the HOA Board for their concurrence before we proceed with the restrictive parking.

The Public Works Department is proposing to paint red curbing along the westerly entrance of the

Quailridge II neighborhood.
By prohibiting parking along that short stretch of Honeybrook Ct. between Cedar Springs St. and
Alderbrook St., larger emergency vehicles will access the area without delay.
