SUBJECT: Consider Budget Amendment for the Installation of One Hundred and
Fourteen, Twenty -Four Inch Box Valley Oak and Coast Valley Oak
Trees for the 23 Freeway Interchange at Tierra Rejada
BACKGROUND
As part of the mitigation plans for the construction of the 23 Freeway widening, Caltrans
was required to replace the oak trees that were removed by planting new trees in a ratio
of 1:3. The placement of the trees along the corridor was proposed on a basis of easy
access, safety considerations and concentration of trees to minimize maintenance cost.
The project plans for the Tierra Rejada Road /23 interchange specified 114 one - gallon
trees, a combination of 109 Valley Oak and 5 Coast Valley Oak.
DISCUSSION
Caltrans has requested the City to consider upgrading the plant size from 1 gallon to 24-
inch box, for the Tierra Rejada Interchange with the City bearing all additional cost
associated with the upgrade, purchase, planting and staking. The City of Thousand Oaks
recently approved a similar action for their four interchanges, with the City of Thousand
Oaks paying for the additional cost (approximately $400,000) for the upgrade. This
upgrade would create uniformity within the 23 freeway corridor. As part of Caltrans plans,
maintenance will be provided for one year after which the City would have to maintain for
perpetuity. The City arborist has reviewed this proposal and is recommending the
upgrade to the 24 -inch box plants, little or no maintenance is required within the first 4 -5
years. As the trees mature minor trimming would be required. Due to time constraints
Caltrans has requested for the City to purchase these plants as soon as possible.
Caltrans will pay for the cost associated with planting and staking, however a cooperative
agreement will be prepared at later date to address the reimbursement from the City to
Caltrans for the planting and staking. Staff has obtained a cost proposal from a local
nursery for the supply of these trees to Caltrans.

FISCAL IMPACT
The proposed landscape improvements, purchase, planting and staking are estimated to
cost $40,000, with $20,000 for the purchase and delivery of the trees, and the remaining
$20,000 for planting and staking. There is approximately $117,000 available in the Tree
and Landscape Fund (2150). A budget amendment will be presented to the City Council
at a later date to address this action.
STAFF RECOMMENDATIONS
1. Authorize staff to purchase 114 twenty -four inch box trees, a combination of 109
Valley Oak and 5 Coast Valley Oak, for the Tierra Rejada Interchange Landscaping at
a cost not to exceed $20,000.
2. Authorize the City Manager to enter into cooperative agreement with Caltrans for
reimbursement cost associated for the planting and staking of the trees.
