Lail, City Engineer /Public Works Director Prepared by: Shaun Kroes, Management Analyst DATE: April 3, 2008 (CC meeting of 04/16/08) SUBJECT: Consider Resolution Authorizing the City's Fiscal Year 2008/09 Transportation Development Act Claim for Bicycle and /or Pedestrian Article 3 Purposes BACKGROUND The City of Moorpark has applied for $70,000 in Transportation Development Act (TDA) Article 3 Bicycle /Pedestrian Project Funds. The funding will be used in Fiscal Year 2008/09 to create a public bike /walkway within the Lassen Avenue right -of -way. The bike /walkway will be constructed to connect Park Lane and Moorpark Avenue. A resolution authorizing the claim must be submitted to the Ventura County Transportation Commission (VCTC) before funds can be allocated. Resolutions are due before June 30, 2008. DISCUSSION Pursuant to California PUC Section 99233.3, a portion of the available TDA Local Transportation Funds each year must be used for planning, maintaining, and constructing facilities for the exclusive use of pedestrians and bicyclists. In FY 2008/09, VCTC expects about $542,500 to be available on a competitive basis to the cities and County for local bicycle or pedestrian projects. Applicants are strongly encouraged to provide a 50/50 match with local and /or other grant funds to augment the Article 3 funds being requested. The City of Moorpark applied for $70,000 for the Lassen Avenue bike /walkway. The project's expected expense at the time of the application was $140,000. The current project budget includes a $70,000 match of City funds. Applications were due March 4, 2008 (Attachment B). The applications will be reviewed by the Citizen's Transportation Advisory Committee /Social Services Transportation Advisory Council (CTAC /SSTAC). The group will make recommendations to VCTC on May 13, 2008. The recommendations will be reviewed by VCTC on June 6, 2008 and will give final funding allocation approvals. 1O 01. Ail 1. FISCAL IMPACT The City is expected to receive $70,000 in TDA Article 3 funding in FY 2008/09. The current project budget includes a $70,000 match of City funds. Code of Regulations Sections 6600 et seq.), a prospective claimant wishing to receive an allocation from the LTF shall file its claim with the Ventura County Transportation Commission (VCTC). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the City Manager and or his designee is authorized to execute and file an appropriate claim pursuant to the applicable rules and regulations promulgated hereunder, together with all necessary supporting documents, with the VCTC for an allocation of LTF Article 3 funds in FY 2008/09. SECTION 2. That the City's authorized claim includes $70,000 under TDA Article 3 for local bicyclist and /or pedestrian project expenditures. SECTION 3. That the City Clerk is directed to transmit a copy of this resolution to VCTC. SECTION 4. The entire project budget is $140,000. Costs associated with the project include $15,000 for design, $5,000 for inspection costs, and $120,000 in construction costs. The City is contributing a 50% match using monies from the General Fund and Moorpark Redevelopment Agency. Although the City shows a fund balance of $41,435, this revenue is to be spent on previous projects not yet completed. Safety The proposed Lassen BikewayMalkway would replace the current unimproved portion of Lassen Avenue located between Park Lane and Moorpark Avenue. This portion of Lassen is actually a dirt path with no current appeal for walking or biking. The area has become a source of problems for adjacent property owners. Problems include trash, graffiti and loitering. Portions of Lassen Avenue are not well lit, providing areas for people to hide and increasing safety concerns for nearby residents and the Moorpark Police Department. The bikeway /walkway would provide streetlights at the southerly terminus of both McFadden and Cornett Avenue with bollards to prevent vehicles from accessing the bike /walkway and Lassen Avenue right of way. The existing asphalt concrete curb at the terminus of Cornett Avenue would be extended westerly to the school fence, thus preventing vehicles from entering the right of way, and the fence along Park Lane would be repaired. Gates and /or bollards would be provided at both Moorpark Avenue and Park Lane for accessibility by bikes and pedestrians only, and to prevent and deter motorcycles. The walkway will be constructed to be ADA accessible. Project Readiness The City is ready to ready to go out to bid for design and construction of the project during Summer 2008, with an expected completion date of November 2008. The Moorpark City Council has expressed interest in this project and would like to see it completed as soon as possible. This project is part of a series of projects intended to improve and revitalize downtown Moorpark. Special Considerations The Lassen Bikeway /Walkway is located in downtown Moorpark. Many of the residents can already be observed walking and riding bikes to various businesses located in the area, including two grocery stores, the Metrolink Train Station, friends and neighbors, etc. The bikeway /walkway would provide a convenient and safe location for many people to travel between their homes and destinations, rather than travel along the busy flWhills Page 2 of 3 Moorpark Avenue area. Bicyclists must currently either ride on sidewalks, or risk coming too close to semi - trucks traveling along the road. The improvements would also increase the overall appeal of the downtown area, gaining attention to the benefits of walking and riding a bike instead of driving. Many bike lanes have been developed around the newer areas of Moorpark. This project would enable downtown residents and lower income neighborhoods to enjoy the benefits of bike lanes as well. Maintenance of Facility The City of Moorpark Public Works Department and Parks, Recreation and Community Services Department provide routine maintenance for all of the City's facilities. Graffiti is removed as soon as it is reported or seen by City staff. The proximity to the downtown area also provides additional coverage as it is located near City Hall, Moorpark Police Services Center, and Public Works maintenance yard. Connectivity The Lassen Bikeway /Walkway would connect downtown neighborhoods to shopping centers located off of Los Angeles Avenue, including Albertson's, Ralph's, the Post Office, Maverick's Gym, and Do It Center. The Moorpark Metrolink Train Station is nearby and Moorpark City Transit runs by Lassen Avenue as well. A map showing the location of the proposed bikeway /walkway is attached. Involvement of Other Agencies This is a City project. The Moorpark Police Department, which is run by the Ventura County police, is interested in this project as it is expected to reduce vandalism through improved lighting and general use by the public. Traffic Generators The Lassen Bikeway/Walkway is located in the downtown area which includes neighborhoods; shopping centers (including Moorpark Town Center and Mission Bell Plaza); schools (including Flory Elementary and Chaparral Middle School); City facilities (including Poindexter Park, City Hall, and Moorpark City Library); and transit services (including Metrolink/Anitrak Train Station, VISTA and Moorpark bus services). All of these locations provide potential bikeway /walkway users. Expected Utilization The downtown area has a population of approximately 9,000 people (25% of the City's population). The Lassen Bikeway/Walkvvay is expected to be used by people traveling to and from homes, shopping centers, schools, the City library, and parks. It can also be used as a general recreational wa!k/bikeway for people who live in the vicinity and can assist in long- distance bike travel for individuals traveling to and from the 11.)0U49 Page 3 of 3 Metrolink/Amtrak Train Station. The downtown area has pedestrians and cyclists throughout the day as people travel around town. Multi -Modal Interface The Lassen Bikeway/Walkway is in an ideal location for multi -modal transit. As mentioned before, the proposed project is near the Metrolink/Amtrak Train Station. The VISTA bus service also uses the train station. Moorpark City Transit travels past Lassen Avenue as well. The proximity to shopping centers, public recreation, and City services will also encourage walking /biking to /from those locations instead of driving as well. Lassen Avenue ends at Moorpark Avenue.
