SUBJECT: Consider Notice of Completion for the Tierra Rejada Road and
Second Street Asphalt Overlay Project
BACKGROUND
On October 3, 2007 the City Council approved the award of a contract for the
construction of a rubberized asphalt overlay on Tierra Rejada Road and Second Street.
The Notice to Proceed for construction was effective on October 19, 2007. Construction
of the project has been completed.
The limits of the work were as follows:
• Tierra Rejada Road: From the City Limits East of State Route 23 Freeway to Los
Angeles Avenue (SR -118); and
• Second Street: From Spring Road to Moorpark Avenue (SR -23).
The scope of work for this project included grinding the existing asphalt surface,
placement of rubberized asphalt, striping, replacing traffic signal loop detectors and
adjusting utility covers.
DISCUSSION
A. Project Changes
1. Quantity Adjustments: As is typical with public works construction projects,
the actual quantities required for the job differed from the engineer's estimate.
This project required less quantities of certain bid items resulting in a decrease

to the contract price summarized as follows:

2. Change Orders: Eight Contract Change Orders were approved for the project,
summarized as follows:
Note: The Ventura County Waterworks District will reimburse the City $22,400
for the cost of Contract Change Order No. 5 — Adjust Water Valves.
B. Final Inspection and Acceptance
The City has completed a final inspection of the project and has found the work to
be acceptable. At this time it would be appropriate for the City Council to accept
the project as complete so that the City Clerk may record the Notice of
Completion.
FISCAL IMPACT
Total Construction Cost: A summary of the total project construction cost is shown
below. The final project construction cost is nearly $367,000 less than the original budget
for construction. All surplus appropriations will be returned to funding sources upon final
payment of all project related costs.
