SUBJECT: Consider Submittal of Application for Proposition 1B State Funds
BACKGROUND
Proposition 1 B provides almost $20 billion in bond funds for the development and
construction of a variety of transportation projects. Of that amount, $2 billion has been made
available to cities and counties to fund the maintenance and improvement of local
transportation facilities, with $550 million of that amount appropriated for FY 2007 -2008 for
use by cities. In order to receive these funds cities must first submit a plan to the State
Department of Finance describing the project(s) to be funded by this source.
The above mentioned $550 million has been allocated to all of the cities in California based
on population. The amount allocated to the City of Moorpark is $581,448.
DISCUSSION
The approved FY 2006/07 — FY 2012/13 Capital Improvement Program for Streets and
Roads identifies Project 101: Slurry Seal to be constructed in FY 2008/09. Funding from
Proposition 1 B in the amount of $581,448 will be used for this project. It is anticipated that
grant funding ($150,000) from California Integrated Waste Management Board (CIWMB) for
the use of recycle tire will be used to complement the Proposition 1 B funding. Additionally,
funding may be available from TDA and will be used for this project.
If the recommended action is taken by the City Council, staff will revise and develop this
project and include it in the proposed budget for FY 2008/09. The revised scope of the
project will be for the construction of a Slurry Seal / ARAM (asphalt - rubber aggregate
membrane) Project on certain streets to be determined during the final development of the
plans and specifications.

The first step in the process required to obtain Prop. 1 B funding is the submittal of a plan to
the State Department of Finance describing the project(s) that would receive these funds. It
is required that the City Council approve the preparation and submittal of said plan.

It is the intent of staff to seek Prop. 1 B funding for a portion of the construction costs for this
