The City Council continued this item to the May 7, 2008, City Council meeting. STAFF RECOMMENDATIONS 1. Accept the work as complete and direct the City Clerk to record the Notice of Completion. 2. Adopt Resolution No. 2008 - amending the Fiscal Year 2007/08 Budget to fully fund the project. Lail, City Engineer/Public Works Directo I ' DATE: April 3, 2008 (CC Meeting of 04/16/08) SUBJECT: Consider Notice of Completion and Resolution Amending the Fiscal Year 2007/08 Budget for the 2007 Pavement Rehabilitation (Slurry Seal / ARAM) Project (Project 8002) SUMMARY The City Council is being requested to authorize a recordation of the Notice of Completion for the 2007 Pavement Rehabilitation Project (Project 8002), and approve a Resolution adding funds to the project budget. DISCUSSION A. Background One of the elements of the City's pavement maintenance program is the periodic application of a protective slurry seal to the pavement surface of all of the minor residential streets in the City. The program objective is to maintain a bi-annual program (construct a project every other year) in which each project addresses approximately one-third of the residential streets in the City. In this way, every residential street in the City should be slurry sealed once every six (6) years. On June 21, 2006 the City Council approved plans for this project. The project was advertised, bids were received on July 20 and bid results were presented to the City Council on August 2. The low bid for the project was considerably higher than the engineer's estimate. Consistent with staffs recommendation, the City Council rejected all bids and directed staff to re-design the project to reduce costs. On September 20, 2006, the City Council approved the revised plans and specifications for the project and authorized staff to re-advertise for receipt of bids. Bids were received and opened on February 20, 2007. SAPublic Works\Everyone\Staff Reports\20081Apd1\2007 Pavement Rehab Comp-4-16-2008.doc Honorable City Council April 16, 2008 Page 2 On October 3, 2007, a Resolution amending the Fiscal Year 2007/08 budget was approved which inadvertently transferred $100,000 from this project to the Tierra Rejada Road Overlay Project (Project 8011). Therefore, $70,000 in additional funds are required to cover the total project costs. On March 7, 2007, the City Council approved the award of a construction contract to Valley Slurry Seal, in the amount of$1,780,022.42, for the construction of the project. B. Project Description: Slurry Seal and Asphalt Rubber Aggregate Membrane fARAMI The project included two types of pavement rehabilitation: a) Type II Slurry for some streets, and b) an ARAM surface for others. A more detailed description of the pavement rehabilitation methods to be used, is as follows: 1. Slurry Seal: The slurry seal portion of the project included the application of Type II Slurry on all designated streets, installation of crack filler material where required and the re-striping of streets subsequent to the application of slurry seal. 2. ARAM: Certain streets demonstrating more severe cracking, were designated to receive an ARAM pavement resurfacing. ARAM is a type of a cape seal requiring three steps: A) the application of an asphalt (oil-based) rubber binder which is sprayed onto the existing pavement, followed immediately by B) the spreading of a pre-coated rubber/gravel aggregate which is then "rubber-tired" rolled and embedded into the oil binder, followed one or two days later by C) a Type II Slurry Seal and then restriping. The ARAM resurfacing process is more expensive than Slurry Seal but costs much less than an asphalt overlay or reconstruction. C. Changes 1. Quantity Adjustments: As is typical with public works construction projects, the actual quantities required for the job differed from the engineer's estimate. This project required less quantities of certain bid items resulting in a decrease to the contract price of$51,663.63. 2. Change Orders: Two Contract Change Order were approved for the project, summarized as follows: CCO#1: Change to black volcanic aggregate: $97,897.36; and CCO#2: Asphalt repairs at various locations: $7,350.00 Total: $105,247.36 (5.9%). D. Final Inspection and Acceptance The City has completed a final inspection of the project and has found the work to be acceptable. At this time it would be appropriate for the City Council to accept the project as complete so that the City Clerk may record the Notice of Completion to start SAPublic Works\Everyone\Staff Reports\2008\May\2007 Pavement Rehab Comp-4-16-2008.doc ��)0 03 4 Honorable City Council April 16, 2008 Page 3 the final lien period. If no Stop Notices are received from subcontractors or suppliers, the ten percent retention will be released thirty-five (35) days after the date of the recordation of that notice. FISCAL IMPACT 1. Slurry/ARAM Construction Cost Summary. That project provides for the removal and reconstruction of severely distressed asphalt at designated problem locations, prior to the construction of the subject Slurry/ARAM project. 3.
