City Council kleetin' ACTION d,_ _ /Y MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Mary Lindley, Parks, Recreation & Community Services Director G" DATE: April 8, 2008 (CC Meeting of May 7, 2008) SUBJECT: Consider Request from Moorpark/Simi Valley Neighborhood for Learning to Waive Park Fees for Concert in the Park DISCUSSION The City Council is being asked to consider a request from the Moorpark/Simi Valley Neighborhood for Learning (NfL) to waive park rental fees for its second annual picnic/concert on June 20, 2008, from 5:00 until 8:30 pm at Arroyo Vista Community Park (AVCP). The Moorpark/Simi Valley NfL designed this event to celebrate children. The proposed location for the event is the Peppertree Pavilion at the east end of AVCP and surrounding grass area. The concert will feature children's "rock performers" Greg n' Steve, a martial arts demonstration by Jason Flame Tang So Do, and a performance by Ballet Folklorico. The event will also offer free coffee and tea to attendees provided by Starbucks. In addition, Safekids and Ventura County Public Health will be on site. The entire event will be free to the public. The NfL expects approximately 500 people to attend the concert. The NfL has asked for access to the park at 3:00 p.m. to begin setting up. Theywill provide a stage from an outside vendor. In addition, they are asking to place signs along the access road within the park directing people to the event location. Signs will not be placed on Tierra Rejada Road. Further, they are requesting to place a banner on the stage. Staff concurs with this requests, reserving the right to designate sign placement to be consistent with the Moorpark Municipal Code. Consistent with similarly approved park rental fee waivers, staff recommends that the NfL be required to pay for any direct cost that may arise. Such costs typically involve lights and staff time. The City Council approved a similar request from the NfL last year. The Moorpark/Simi Valley NfL is a non-profit organization that serves children of Moorpark ages birth to 5 years of age and their families. It provides a wide variety of social, P90040 Honorable City Council May 7, 2008 Page 2 educational, health and wellness, and recreational programs for City residents. The City of Moorpark is a non-voting member of the Simi Valley/Moorpark NfL Executive Committee. FISCAL IMPACT There is no fiscal impact. There will be no direct cost to the City associated with the NfL's event. RECOMMENDATION Approve the request from the Moorpark/Simi Valley NfL to waive park rental fees associated with their event on June 20, 2008, as outlined in the Agenda Report. is.)004l
