Lall, City Engineer/Public Works Directo , DATE: April 11, 2008 (CC Meeting of 05/07/08) SUBJECT: Consider Plans and Specifications and Authorization to Advertise for Bids for the Construction of the Tierra Rejada Road Median Landscaping Project, Phase 2 (Project 8042) BACKGROUND In early 2006 the City completed construction of Phase 1 of the Tierra Rejada Road Median Landscaping Project, which extended from Spring Road easterly to a point west of the State Route 23 freeway. Phase 2 of the project is for the installation of median landscaping within Caltrans right-of-way under and near the freeway overpass bridges, (Attachment 1). That work had to be deferred until after completion of the freeway widening project by Caltrans. The freeway work is now completed and it is now appropriate to proceed with construction of Phase 2 of the median landscaping project. DISCUSSION A. Project Scope The subject project provides for the removal of the AC pavement and guardrails within the medians under the freeway, and in Caltrans right-of-way for the construction of irrigation, landscaping, and hardscape to match the existing improvements on Phase 1 of this project. B. Plans and Specifications Project plans and specification for the subject project have been placed on top of the file cabinets in the City Council conference room. Project Approval — Design Immunity It is recommended below that the City Council approve the project plans and specifications in order to document City Council approval of the scope and design of the project. Such approval is also required for the purpose of establishing design immunity pursuant to Section 830.6 of the Government Code of the State of California. D. Environmental Clearance This project is Categorically Exempt under Class 4b of the California Environmental Quality Act (CEQA). Subsequent to the requested City Council action to approve the project, certification of this exemption will be prepared and filed by staff. E. Caltrans Permit Subsequent to City Council approval of the project, staff will prepare and submit an encroachment permit application to Caltrans. Subsequent to award of the construction contract, the City selected contractor will seek and obtain a duplicate permit from Caltrans. F. Schedule The anticipated schedule for the project is as follows: • May 8: submit Caltrans application • June 10: receive Caltrans Permit • June 15: advertise • July 22: open bids • August 20: award contract • September 3: commence construction • December 3: anticipated completion FISCAL IMPACT A. Current Budget The project is funded from the Spring Road /Tierra Rejada Road AOC Fund (Fund 2502). STAFF RECOMMENDATION Approve the plans and specifications for the subject project and authorize staff to advertise for bids upon receipt of the required Caltrans permit. Attachment 1.
