SUBJECT: Consider the 2008 General Plan Update Program
BACKGROUND
The City's General Plan is the constitution for its physical development, setting forth
development goals, policies, and implementation programs. It is the basis for the City's
land use regulations and capital improvements. It consists of the Land Use, Circulation,
Housing, Noise, Safety, and Open Space, Conservation and Recreation (OSCAR)
Elements. These Elements have been updated last between 1986 and 2001 and are all
in the process of being updated.
DISCUSSION
Staff has been gathering data, preparing maps and reorganizing all of elements of the
General Plan in anticipation of a comprehensive update. All the elements are being
updated by staff, with the exception of the Housing Element, which is under preparation
by a consultant. Updates to these elements will require hearings before the Planning
Commission and City Council. In addition, the City Council has directed that staff work
with the Community and Economic Development Committee on the OSCAR Element.
The following is the anticipated schedule for this General Plan Update:
• July 2006 — June 2008: Research, reformat, and complete text updates to the
General Plan Elements.
• May 2008 — September 2008: Complete mapping and GIS analysis for General
Plan elements.
• June 2008 — July 2008: Take digital General Plan and Zoning maps (existing) to
Planning Commission and City Council for adoption.
• June 2008: Hold public workshop on draft Housing Element and solicit comments
from California Housing and Community Development Department (HCD).

• June 2008 — September 2008: Discuss OSCAR Element with Community and
Economic Development Committee.
• August 2008: Retain consultant to prepare General Plan EIR.
• August 2008 — September 2008: Prepare revisions to draft Housing Element in
response to HCD comments, along with environmental documentation.
• September 2008: Release Draft General Plan for public review. Prepare Initial
Study and Notice of Preparation of EIR for General Plan update; begin
preparation of Draft EIR.
• October 2008: Planning Commission hearing on Housing Element.
• December 2008: Release Draft EIR for public review.
• January 2009: Planning Commission workshop on draft General Plan and
hearing on Draft EIR. Consultant begins preparation of Final EIR.
• March 2009: Planning Commission hearing on General Plan and Final EIR.
• April 2009: City Council hearing on General Plan and Final EIR.
ENVIRONMENTAL DOCUMENTATION
It is expected that an Environmental Impact Report will be prepared for this update.
FISCAL IMPACT
The Fiscal Year 2007-2008 budget allocated $150,000 for the Land Use and Circulation
Element update and $100,000 for the Housing Element. Staff has spent little of the
money for the Land Use and Circulation Element as most of the efforts to date have
been performed by staff. A similar amount will be requested in the 2008-2009 budget,
primarily to cover Environmental Impact Report costs and miscellaneous mapping work
for all elements. The Housing Element update contract is for $41,500, which is lower
than originally budgeted. Staff will be requesting that the unspent portion of this
contract be rolled over to the FY 2008-2009 budget.
