SUBJECT: Consider Resolution Authorizing Submittal of Grant Applications for
Use of Rubberized Asphalt Concrete to the California Integrated Waste
Management Board
BACKGROUND
The City Council is being asked to consider a resolution approving the submittal of City
applications for Rubberized Asphalt Concrete (RAC) Grants to the State of California
Integrated Waste Management Board.
DISCUSSION
The California Integrated Waste Management Board (CIWMB) is offering $2.5 million to
public agencies in FY 2007/2008 for the use of Rubberized Asphalt Concrete (RAC) in chip
seal projects for the rehabilitation of streets and roads. The City's proposed Seven Year
Capital Improvement Program (CIP) includes a RAC Chip Seal (ARAM) project for FY
2008/09 to rehabilitate various streets in the area south of Campus Park Drive on both sides
of Princeton Avenue, and in the Delfen Street area.
Currently the CIWMB is offering a grant of$1.00 per square yard of RAC Chip Seal (ARAM)
use. It is estimated the City will use up to 101,000 square yards of RAC Chip Seal (ARAM)
on the FY 2008/09 rehabilitation project. This CIWMB grant will provide up to$101,000 to be
used towards the estimated project cost of $680,000. The remaining project cost will be
funded by the recently secured$581,000 in Proposition 1 B Local Streets and Roads funds.
The grant application must contain an approved resolution from each City's governing body
authorizing submittal of the application and identify the individual authorized to executive any
agreements, contracts, and requests for payments.

FISCAL IMPACT
Upon approval of the RAC Chip Seal grant, the City is expected to receive $101,000 in
CIWMB grant funds.

RESOLUTION NO. 2008-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF A
GRANT APPLICATION FOR RUBBERIZED ASPHALT CONCRETE
TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD, AND AUTHORIZING THE CITY MANAGER TO EXECUTE
ANY APPLICATIONS, AGREEMENTS, AMENDMENTS, AND
REQUESTS FOR PAYMENT
WHEREAS, Public Resources Code Sections 40000 et seq. authorize the
California Integrated Waste Management Board (CIWMB) to administer various Grant
Programs in furtherance of the State of California's (State) efforts to reduce, recycle and
reuse solid waste generated in the State thereby preserving landfill capacity and
protecting public health and safety and the environment; and
WHEREAS, in furtherance of this authority the CIWMB is required to establish
procedures governing the application, awarding, and management of the grants; and
WHEREAS, Grant Application procedures require an Applicant's governing body
to authorize by resolution its approval for submittal of the Grant Applications identified
below, and the designation by job title of the individual authorized to execute all Grant
documents on behalf of the city; and
WHEREAS, if awarded, the city will enter into a Grant Agreement with the
CIWMB for implementation of said Grants.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark authorizes the submittal of
applications to the CIWMB for all grants for which the City of Moorpark is eligible for
Fiscal Years 2007/08 through 2011/12.
SECTION 2. The City Manager, or his/her designee, of the City of Moorpark is
hereby authorized and empowered to execute in the name of the City of Moorpark all
grant documents, including but not limited to, applications, agreements, amendments,
and requests for payment necessary to secure grant funds and implement the approved
grant project.

SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
