SUBJECT: Consider Resident Commissioner to the Area Housing Authority of the
County of Ventura
BACKGROUND
The Ventura County Area Housing Authority (AHA) Board includes a Commissioner who is
a resident of an AHA housing project. Vina June Milburn, a resident of Moorpark, has been
a Resident Commissioner since 1994. Due to her recent retirement from the Board of
Commissioners, a vacancy has been created A request has been received from the AHA
to ratify the appointment of a new Resident Commissioner, Tomas Garcia (biography sent
under separate cover).
STAFF RECOMMENDATION
Direct that a letter be sent to the Area Housing Authority Board ratifying the appointment of
Tomas Garcia as a Resident Commissioner.

RE: RATIFICATION OF APPOINTMENT OF RESIDENT COMMISSIONER
Dear Mayor Hunter:
Pursuant to both California State Law and the U.S. Housing Act, one member of the Area
Housing Authority's Board of Commissioners shall represent the Housing Authority's
residents as a Resident Commissioner, having all the rights, powers, duties and privileges
of other Board members.
Moorpark resident, Vina June Milburn, served in this role these past fourteen (14) years,
representing Public Housing tenants in an exemplary fashion. But as I stated to you in
my letter of April 2, Vina June will retire from our Board of Commissioners, leaving us
with a vacancy.
Recruitment efforts have been underway by Resident Services staff. Following their
review of applications from interested candidates, Resident Council members and staff
have identified a qualified individual and wish to move forward to make the appointment.
The chosen individual is Tomas Garcia, a six -year resident of Florence Janss
Apartments in Thousand Oaks. Tomas meets requirements under State law and is
capable of fulfilling responsibilities of the Commission.
At our May 14« Board meeting, I received direction to request that each city ratify this
appointment, replacing Vina June Milburn. I therefore request the City of Moorpark
ratify the appointment of Tomas Garcia to the Board of Commissioners of the Area
Housing Authority of the County of Ventpra.
