SUBJECT: Consider Appointment of Ventura County Area Agency on Aging
Representatives
BACKGROUND
The Advisory Council for the Ventura County Area Agency on Aging ( VCAAA) recently
amended their By -laws, to among other things, eliminate the separate delegate and
alternate positions on the VCAAA Advisory Council and instead request the City Council
appoint two (2) representatives to serve for the two year term. According to the
amended By -laws, representatives currently serving as a delegate or alternate for
2007/2008 will be eligible to serve a second or third two -year term. The representatives
must be 60 -years of age or older and a resident of their respective city. Each
representative will have voting rights on matters submitted to a vote of the Advisory
Council.
On June 30, 2008, the current appointment period for the VCAAA Advisory Council will
expire. Recruitment for applicants closed on May 16, 2008. Two applications were
received from the following individuals, which were provided to Council under separate
cover:
Tony Bellasalma (served as delegate for 2006/2008)
Ursula Kramer
DISCUSSION
The City Council's current Policies Resolution No. 2007 -2636 sets forth the Council
policies for citizen appointments to boards, commissions, and committees. The Council
policies have been followed for the posting and publication of notice of the vacancies.

The Council's resolution states that the procedure for appointments shall be as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he /she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
STAFF RECOMMENDATION
Appoint two (2) VCAAA Advisory Council representatives to serve a two -year term
beginning July 1, 2008 ending June 30, 2010.
