Lail, City Engineer /Public Works Director Prepared by: Dave Klotzle, Assistant City Engineer DATE: June 25, 2008 (CC Meeting of 07/02/08) SUBJECT: Consider Notice of Completion for the Los Angeles Avenue and Tierra Rejada Road Traffic Signal Interconnect Projects BACKGROUND On December 20, 2006, the City Council approved the award of a contract for the construction of a traffic signal interconnect system for Los Angeles Avenue (Project 8004) and Tierra Rejada Road (Project 8036). The Notice to Proceed for construction was effective on February 12, 2007. Construction of both projects has been completed. The limits of the work were as follows: • Los Angeles Avenue: Gabbert Road to the State Route 23 freeway; and • Tierra Rejada Road: Countrywood Drive to the State Route 23 freeway. The scope of work for both the Los Angeles Avenue and Tierra Rejada Road projects included new conduits and interconnect cable; new signal controllers and related communication equipment. Subsequent to the completion of construction, the city's design consultant fine tuned the signal timing to optimize the coordination of traffic flow. The Los Angeles Avenue traffic signal interconnect system has been taken over and is maintained by Caltrans. The Tierra Rejada Road system is maintained by the City. DISCUSSION A. Changes 1. Quantity Adjustments: As is typical with public works construction projects, the actual quantities required for the job differed from the engineer's estimate. Final Inspection and Acceptance The City has completed a final inspection of the project and has found the work to be acceptable. At this time it would be appropriate for the City Council to accept the project as complete so that the City Clerk may record the Notice of Completion to start the final lien period. If no Stop Notices are received from subcontractors or suppliers, the ten percent retention will be released thirty -five (35) days after the date of the recordation of that notice. C. Project Schedule Due to delays with delivery and start-up of signal equipment, the project was not completed within the prescribed contract time. The City incurred costs of signal maintenance, project administration and legal fees during these delays. Staff successfully negotiated to have the contractor pay $15,492.51 for all costs related to the delays. The reimbursed costs related to the Los Angeles Avenue portion of the project total $2,035.00 with the remaining cost of $13,457.51 related to the Tierra Rejada project. D. Signal Operations The City's design consultant fine tuned the traffic signal timing and synchronization for the Tierra Rejada Road signal interconnect improvements. Caltrans will be undertaking a*P,r, 63 S: \Public Works \Everyone \Staff Reports \2008 \July\Signal Interconnect Completion.doc Honorable City Council July 2, 2008 Page 3 similar efforts with regard to the Los Angeles Avenue signal interconnect improvements. The objective is to coordinate traffic in such a way as to reduce staging delays at signalized intersections and, thereby, also reduce related exhaust emissions. The City's consultant also prepared an analysis of both roads to compare the traffic flow before and after the signal synchronization. The analysis showed a reduction in the number of stops and an increase in the average speed on both roads. FISCAL IMPACT Total Construction Cost: A summary of the total project construction cost is shown below.
