SUBJECT: Consider Stockpile Permit for Moorpark Unified School District
(Arroyo West School)
DISCUSSION
The Moorpark Unified School District (MUSD) is in the process of expanding their
facilities at the Mountain Meadow School and Arroyo West School sites. As part of
these improvements, the City is responsible to approve the grading, drainage, and
National Pollution Discharge Elimination System (NPDES) requirements. Engineering
plans were submitted to the City and reviewed by City's consultant (CAA). The subject
plans for both projects were approved after 3 plan checks. The grading plan for the
Mountain Meadow site was approved with an export of 205 cubic yards (CY) of dirt and
the Arroyo West site indicated an import of 320 CY. The plans for Mountain Meadows
did not indicate where the material would be exported, and the City's consultant erred
by not requesting this information. It is standard engineering practice to request this
information from the developer to ensure that no additional permit would be required if
done within the city limits.
During the grading construction activities at the Mountain Meadows School site the
contractor /engineer exported approximately 400 CY (205 CY was indicated on the
approved plans). This 400 CY of material was exported and stockpiled at the Arroyo
West School site, (the approved plans reflected 320 CY of import). MUSD contractor
did not follow approved plans for these projects nor was the City informed of the
changes.
Pursuant to City Council Resolution No. 2002 -1974, the City Council's approval is
required for any stockpile on a property that has not been granted a development
entitlement, such as the MUSD project at the Arroyo West school site. The MUSD
stockpiled material without approval by the City Council.

In order to resolve this matter, staff recommends that the City Council grant a stockpile
permit to the MUSD for the Arroyo West School site pursuant to Section C -4.2 of
Resolution No. 2002 -1974
FISCAL IMPACT
None.
STAFF RECOMMENDATION
Grant a stockpile permit for 400 CY to Moorpark Unified School District for the Arroyo
West School site.
