Lail, City Engineer /Public Works Director Date: August 12, 2008 (CC Meeting of 08/20/08) SUBJECT: Consider Updating Crossing Guard Warrant and Modify City Council Policy No. 28 DISCUSSION A warrant is an established minimum standard or requirement, which normally would have to be met in order to enforce a particular action. The Caltrans Traffic Manual sets the crossing guard warrant at forty elementary school aged (grade K - 5) pedestrians per hour. It is not uncommon for local communities to continue to staff crossing guard posts that do not meet the Caltrans warrant. However, it is the view of staff that some minimum standards should be established in order to assure that the resources dedicated to this function are utilized in an effective manner. The City Council, in July 2005, approved and adopted a crossing guard warrant. This action established a Crossing Guard Warrant of five elementary school age (grade K - 5) pedestrians per hour. The City currently provides crossing guards at five locations as listed below based on this warrant: 1. Williams Ranch Road /Peach Hill Road; 2. Mountain Meadow Drive/Tierra Rejada Road; 3. Moorpark Avenue /Los Angeles Avenue; 4. Mountain Trail Street/Tierra Rejada Road; and 5. Countryhill Road /Mountain Trail Street. It is recommended that the City revise Policy 28 — Crossing Guard Warrant as follows: • The traffic volume shall be greater than 250 vehicles per hour. • The subject crossing on at least 2 legs of the crossing shall be a minimum of four travel lanes. • A minimum of 40 elementary school aged (grade K — 5) pedestrians per hour. Based on these new warrants, only post 2 and 3 as listed above warrant a crossing guard. It would be the intent of staff to advise the Moorpark Unified School District that SAPublic Works \Everyone \Staff Reports\2008\August \Updated Crossing Guard Warrant.doc Honorable City Council August 20, 2008 Page 2 crossing guard services at post 1, 4, and 5 will not be provided by the City in the future. Posted signs will be maintained through December 31, 2008, at the locations where the crossing guards will be discontinued notifying the public of this action. The City Council Policies Resolution No. 2007 -2636 currently includes Policy 28 — Crossing Guard Warrant, which is proposed to be changed as indicated below at the next scheduled update. FISCAL IMPACT None. STAFF RECOMMENDATION Approve and adopt the following Crossing Guard Warrant to supersede Policy 28 of City Council Resolution No. 2007 -2636: 1. The traffic volume shall be greater than 250 vehicles per hour. 2. The subject crossing on at least 2 legs of the crossing shall be a minimum of four travel lanes. 3. A minimum of 40 elementary school aged (grade K — 5) pedestrians per hour. 4. Direct staff to include this action in the next formal update of City Council Policies.
