HomeMy WebLinkAboutAGENDA REPORT 2008 0917 CC REG ITEM 10F o City C-ouncil Meeting 01 ACTION: T MOORPARK CITY COUNCIL AGENDA REPORT TO: The Honorable City Council FROM: Jennifer Mellon, Senior Management Analys F DATE: September 2, 2008 (CC meeting of September 17, 2008) SUBJECT: Consider Resolution Authorizing Submittal of a Household Hazardous Waste Grant Application to the California Integrated Waste Management Board SUMMARY The California Integrated Waste Management Board (CIWMB) administers a program to provide opportunities for the collection and management of household hazardous waste (HHW). As part of this program, the CIWMB issues grants to help local governments establish or expand household hazardous waste collection programs. Grants are awarded on a competitive basis and must be used to offer new programs or expand existing programs; not for continuation of ongoing programs. An application must be submitted to the CIWMB by September 22, 2008. A resolution (Attachment A) approved by the City Council must be submitted to the CIWMB by October 6, 2008. The anticipated term of the grant is from November 2008 through April 2011. The City applied for and received grant funds from the HD-15 cycle which expire in April 2009 for universal waste (u-waste) disposal programs including battery collection, fluorescent tube collection, and electronic waste disposal. DISCUSSION In the past, grant funds have been used to implement battery and fluorescent tube collections as well as electronic waste collection events. Because new grant funds must be used for new and/or expanded programs, staff proposes to expand existing programs to include sharps (needle and lancet) disposal and additional u-waste public education programs. As well as expanding current programs, the HHW Grant, Cycle 17, will focus on projects and methods that provide for increased collection of household and small business u-waste which include fluorescent lamps, cathode ray tubes, instruments that contain mercury, batteries, sharps, and other electronic materials. Although the City of Moorpark currently provides recycling options for the above mentioned u-waste, (through the monthly Q� 3 Honorable City Council September 3, 2008 Page 2 HHW event or a-waste collection events) staff is proposing expanding u-waste programs to provide convenient, in-city recycling options for u-waste. With implementation of expanded and new programs, staff hopes not only to reduce the costs for collection of u-waste rather than paying the expensive per-vehicle fee charged to the City for the HHW drop-off programs that the City sponsors in cooperation with the cities of Camarillo and Simi Valley but make it more convenient for our residents. Under the existing HHW program the per- vehicle fee is applied to each vehicle disposing of only batteries and/or only fluorescent lamps which is not a cost effective disposal solution. The proposed programs are briefly detailed as follows: • Establish additional drop-off centers for fluorescent lamps and household batteries at businesses and schools in Moorpark. • Conduct 3 electronic waste collection events per year in January, May, and September. • Inform Moorpark Residents of Sharps disposal programs available for their use. • Develop and implement additional outreach and advertising campaigns, specifically for youth and Spanish speaking residents for above outlined programs. A budget summary of the projects proposed in this grant application is as follows (amounts include hard costs and staff costs for each task): • Battery& Lamp Recycling Drop-off Program Expansion $ 21,911 • E-Waste Collection Program $ 6,456 • Sharps Disposal Programs $ 4,840 • Outreach/Advertising $ 20,308 • Administrative Costs 5,840 Total $ 59,355 The CIWMB may elect to partially fund some or all of these projects; therefore, the above totals are subject to change. FISCAL IMPACT Fiscal impact will consist of in-kind staff time and printing costs to implement the grant programs and is required to be identified on grant progress reports. STAFF RECOMMENDATION Adopt Resolution 2008- (HHW Cycle 17 Grant Application) Attachment A— Resolution 2008- (HHW Cycle 17 Grant Application) ,►':� � RESOLUTION NO. 2008- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN APPLICATION FOR LOCAL GOVERNMENT HOUSEHOLD HAZARDOUS WASTE GRANT TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AGREEMENTS, CONTRACTS, AND REQUESTS FOR PAYMENT WHEREAS, the City of Moorpark recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the state's diminishing landfill space and the potential adverse environmental impacts from inappropriate disposal of household hazardous waste; and WHEREAS, Public Resources Code sections 40000 et seq. authorize the California Integrated Waste Management Board (CIWMB) to administer various Grant Programs in furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority the CIWMB is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, if awarded, the City of Moorpark will enter into a Grant Agreement with the California Integrated Waste Management Board for implementation of said grant; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark authorizes the submittal of a grant application to the California Integrated Waste Management Board for a Local Government Household Hazardous Waste Grant, 17th Cycle — Fiscal Year 2008/09. SECTION 2. The City Manager; Parks, Recreation & Community Services Director; Community Services Management Analyst; or a designee named by the City Manager, is hereby authorized and empowered to execute in the name of the City of Moorpark all necessary applications, contracts, payment requests, agreements, and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application. The City Clerk shall certify to the adoption of the resolution and shall cause a certified resolution to be filed in the book of original resolutions.
