Lail, City Engineer/Public Works Director t— �— Prepared by: Dave Klotzle, Assistant City Enginee DATE: September 5, 2008 (CC Meeting of 09/17/08) SUBJECT: Consider Preliminary Design of Lassen Walkway— Project 8074 BACKGROUND On September 19, 2007, the City Council approved the Lassen Walkway project and appropriated funds for the design and construction of the project. The project will provide a 12-foot wide paved surface within the unimproved section of existing Lassen Avenue right-of-way (Attachment 1). It will be accessible for use by pedestrians and bicyclists between Moorpark Avenue and Park Lane with connections at the ends of McFadden Avenue and Cornett Avenue. The improvements would serve as a temporary use until a determination as to the ultimate use of the Lassen Avenue right-of-way is made. City Council resolved to amend the budget on September 19, 2007, to include $140,000 for the design, construction and inspection of the Lassen Walkway improvements. At that time the funding sources were $70,000 from Fund 2904 — MRA Area 1 2001 Bond and $70,000 from Fund 1000 — General Fund. On April 16, 2008, the City Council resolved to apply for $70,000 in Local Transportation Funds under the Transportation Development Act (TDA) Article 3. On June 6, 2008, the Ventura County Transportation Commission (VCTC) approved the City's application for $70,000 in TDA Article 3 funds. These funds, along with the MRA funds, will be used for the project instead of the General Fund. These charges have been approved in the Fiscal Year 2008/09 Budget. DISCUSSION Staff has prepared a preliminary design for the Lassen Walkway improvements (Attachment 2). The project will include the following: • A straight, 12-foot wide asphalt path located in the middle of the existing unimproved Lassen Avenue right-of-way extending from Moorpark Avenue to Park Lane. S:\Public Works\Everyone\Reports\Staff Reports\2008\September\Lassen Walkway Prelim Design.doc 1 ' Honorable City Council September 17, 2008 Page 2 • The path will include striping, legends and signs for a 6-foot wide walkway next to a 6-foot wide bikeway. • Five-foot wide strips of wood chips on either side of the paved walkway. • Connections to existing sidewalks at Moorpark Avenue and Park Lane. • Connections to the existing cul-de-sacs at McFadden Avenue and Cornett Avenue. • All connection points will have pipe bollards to prevent vehicular access to the walkway and will meet ADA accessibility requirements. • The asphalt curb along the end of Cornett Avenue will be continued west to the school fence to prevent vehicular access to the walkway. • Chain link fence along the south right-of-way to be extended to Park Lane to prevent ingress and egress from the walkway onto the Birkenshaw property. Staff will request the Birkenshaw property to install this fence on their property line. • Existing concrete slab, water columns, and irrigation service will be removed. • Existing, unused water well will be abandoned. • Twenty-six lemon trees will be removed to accommodate the walkway. Upon field review, staff proposes not to include street lights at the walkway connections to McFadden Avenue and Cornett Avenue. New street lights would not be compatible with the older lights on McFadden Avenue and Cornett Avenue and the lighting would be inconsistent since there are no other existing lights along the walkway. Staff has prepared an initial environmental study and found the project to be categorically exempt. The final construction plans and notice of exemption will be presented to City Council for approval prior to seeking bids for construction. FISCAL IMPACT The Fiscal Year 2008/09 Capital Improvements Budget adopted by City Council includes $140,000 for the design, construction, and inspection of the Lassen Walkway improvements. The funding sources are $70,000 from Fund 2904 — MRA Area 1 2001 Bond, and $70,000 from Fund 2602 —TDA Article 3. STAFF RECOMMENDATION Approve preliminary design as presented in this report.
