�__ MINUTES OF THE CITY COUNCIL
Moorpark, California September 17, 2008
A Special Meeting of the City Council of the City of Moorpark was held on September
17, 2008, in the Community Center of said City located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Mayor Pro Tempore Parvin called the meeting to order at 6:02 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Van Dam, and Mayor Pro Tempore
Parvin.
Absent: Councilmember Millhouse and Mayor Hunter.
Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney;
Hugh Riley, Assistant City Manager; Barry Hogan, Deputy
City Manager; Mary Lindley, Parks, Recreation and
Community Services Director; and Deborah Traffenstedt,
Administrative Services Director/City Clerk.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Resolution Amending the Fiscal Year 2008/09 Budget to
Purchase Laptop Computers for After School Teen Program. Staff
Recommendation: Adopt Resolution No. 2008-2746, appropriating
$10,000 for the purchase of laptop computers. ROLL CALL VOTE
REQUIRED
Ms. Lindley gave the staff report.
In response to Mayor Pro Tempore Parvin, Ms. Traffenstedt stated there
were no speakers.

MOTION: Mayor Pro Tempore Parvin moved and Councilmember Mikos
seconded a motion to adopt Resolution No. 2008-2746, appropriating $10,000 for
the purchase of laptop computers for the After School Teen Program. The
motion carried by roll call vote 3-0, Councilmember Millhouse and Mayor Hunter
absent.
6. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 6.A, two cases under Item 6.13, and Items 6.C, 6.D, 6.E, 6.F,
6.G, 6.1-1, 6.1, and 6.J. on the agenda.
Mr. Montes announced in regard to the one case under Item 6.A, that the facts
and circumstances creating significant exposure to litigation consist of a written
communication threatening litigation received from Channel Islands Pipeline, Inc.
related to a Notice of Completion for the Arroyo Vista Recreation Center
Expansion project.
MOTION: Mayor Pro Tempore Parvin moved and Councilmember Mikos seconded a
motion to adjourn to closed session for discussion of one case under Item 6.A, two
cases under Item 6.13, and Items 6.C, 6.D, 6.E, 6.F, 6.G, 6.H, 6.1, and 6.J. on the
agenda. The motion carried by voice vote 3-0, Councilmember Millhouse and Mayor
Hunter absent.

and Community Services Director (Ms. Lindley left the meeting at 6:08 p.m.); and
Deborah Traffenstedt, Administrative Services Director/City Clerk.
The Council reconvened into open session at 7:12 p.m. Mr. Kueny stated one
case under Item 6.A, two cases under Item 6.13, and Items 6.C, 6.D, 6.E, 6.F,
6.G, 6.1-1, 6.1, and 6.J. were discussed and there was no action to report.
7. ADJOURNMENT:
Mayor Pro Tempore Parvin adjourned the meeting at 7:12 p.m.
