HomeMy WebLinkAboutMIN 2016 0919 PR SPC MINUTES OF THE PARKS AND RECREATION COMMISSION SEMI-ANNUAL PARK TOUR Moorpark, California September 19, 2016 A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held on September 19, 2016, with the meeting called to order at the Moorpark Community Center, 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Doria called the meeting to order at 4:02 p.m. 2. ROLL CALL: Present: Commissioners Steve Morgan, Sandra Thompson, and Chair Terri Doria. Commissioners Adam Haverstock and Thomas Pflaumer were absent. Staff Present: Parks and Landscape Director Jeremy Laurentowski, Recreation and Community Services Manager Jennifer Mellon, Landscape/Parks/Maintenance Superintendent Jason La Riva, and Administrative Assistant Patty Anderson. 3. PUBLIC COMMENTS: There was one public comment. Mr. Dieter Wolf spoke in favor of the City installing Pickleball courts at one or more parks. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: Chair Doria requested Item 6.B be discussed prior to the park tour, Item 6.A. MOTION: Commissioner Thompson moved and Commissioner Morgan seconded a motion to move Item 6.B prior to Item 6.A for discussion. The motion was carried by voice vote 3-0. 5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Commissioner Morgan acknowledged Jennifer Mellon and staff for great customer service to parents following summer Camp Moorpark. P&R Commission Meeting Park Tour—September 19, 2016 Page 2 6. PRESENTATIONS/ACTION/DISCUSSION: B. Consider Agreement with Tri Valley Roller Hockey League. Staff Recommendation: Make a recommendation to the City Council to approve the Agreement with Tri Valley Roller Hockey League. Jeremy Laurentowski gave staffs report. There were two speakers: 1. Ms. Patricia Rogozinski-Ruiz spoke on behalf of her proposal submitted for a roller hockey league. She stated she was not given sufficient time to update her proposal and requested an additional week. 2. Mr. Ned Collins spoke on behalf of Tri Valley Roller Hockey League. The Commission and staff discussed the experience of the three companies who's proposals were being presented, the longevity of roller hockey, and other options besides roller hockey that could be utilized at the multi- purpose court if needed in the future. MOTION: Chair Doria moved and Commissioner Thompson seconded a motion to continue this item to the next regular meeting, allowing for a second proposal from Ms. Rogozinski-Ruiz. The motion was carried by voice vote 2-1. Commissioner Morgan opposed. A. Parks Tour. Staff Recommendation: The Commission and staff toured and discussed the following parks in the order listed below: 1. Arroyo Vista Community Park: The Commission and staff discussed repairs to the multi-purpose court, as well as improvements to the Sycamore Room in the Recreation Center. 2. Country Trail Park: The Commission and staff discussed new play equipment and decreasing the size of the playground. P&R Commission Meeting Park Tour—September 19, 2016 Page 3 3. Tierra Rejada Park: The Commission and staff discussed the placement of Pickleball courts, which would replace one of the tennis courts. 4. Mountain Meadows Park: The Commission and staff discussed the placement of a ball wall at this park. 5. Campus Canyon Park: The Commission and staff discussed the placement of a ball wall at this park. Following Item 6.A., Parks Tour, the Parks and Recreation Commission continued their meeting at the Community Center located at 799 Moorpark Avenue. C. Consider Locations for a Ball Wall and Pickleball Courts. Staff Recommendations: 1. Make a recommendation to the City Council regarding location of a ball wall and approval of an Agreement with Architerra Design Group for plans and specifications for this work; and 2. Make a recommendation to the City Council to convert the single tennis court at Tierra Rejada Park into four Pickleball courts. Jeremy Laurentowski gave staffs report. The Commission and staff discussed installing Pickleball courts at Tierra Rejada Park, as well as which park, Mountain Meadows Park or Campus Canyon Park, would best be suited for the installation of a ball wall. MOTION: Commissioner Morgan moved and Commissioner Thompson seconded a motion to approve staff's recommendation for installation of Pickleball courts at Tierra Rejada Park. The motion was carried by voice vote 3-0. MOTION: Chair Doria moved and Commissioner Thompson seconded a motion to install a ball wall at Mountain Meadows Park. P&R Commission Meeting Park Tour—September 19, 2016 Page 4 At this time, the Commission and staff discussed the cost of installation and if the utilization of the ball wall will justify the cost. The motion was carried by voice vote 3-0. D. July 3rd Extravaganza Event Report. Staff Recommendation: Review and provide comment. Jennifer Mellon gave staffs report. The Commission and staff discussed ways to improve this event in 2017, including ways to alleviate traffic following the event. 7. CONSENT CALENDAR: A. Approval of Minutes for the Parks and Recreation Commission Regular Meeting of June 6, 2016. Staff Recommendation: Approve as presented. B. Parks Quarterly Report for April, May, and June 2016. Staff Recommendation: Receive and file report. C. 2016 Community Yard Sale Event Report. Staff Recommendation: Receive and file report. MOTION: Commissioner Thompson moved and Commissioner Morgan seconded a motion to approve the Consent Calendar as presented. The motion was carried by voice vote 3-0. 8.
