Hogan, Deputy City Manager By: David Lasher, Senior Management Analys -- DATE: October 3, 2008 (CC Meeting of 1011512008) SUBJECT: Consider Action to Change the Name of Hearon Drive to Campus Canyon Drive BACKGROUND Hearon Drive is found in the northeast region of the City in a neighborhood composed of single - family homes adjacent to Moorpark College. This one -half mile long street connects the Campus Hills neighborhood to Collins Drive at its southern terminus at Campus Canyon Park. Given its proximity to Campus Canyon Park and the adjacent Campus Canyon Elementary School, Staff is recommending that the City Council consider action to change the name of Hearon Drive to Campus Canyon Drive. DISCUSSION Changing the name of Hearon Drive to Campus Canyon Drive would extend the continuity of this naming convention in the Campus Hills area of the City. The impact of the name change would be minimal as there are no properties (no homes) with Hearon Drive addresses. The Ventura County Fire Protection District has expressed concern that two streets in the area currently contain the name "Campus ". While Campus Road and Campus Park Drive are nearby, an important distinction exists -- -there are no homes with addresses on Campus Road or the proposed Campus Canyon Drive and no single - family homes on Campus Park Drive. Campus Canyon Park itself has a Hearon Drive address which would change to 6790 Campus Canyon Drive. Additionally, the nearby Campus Canyon Honorable City Council October 15, 2008 Page 2 Elementary School has a Monroe Avenue address. Staff feels that the proposed name change will improve emergency response, when and if needed, given this street's proximity to the similarly -named park and school. Staff contacted Greg Moses of GM Management, Inc., the management company representing the Campus Hills HOA, to inform the community of this potential street name change. The Association notified the City through GM Management that its board of directors did not oppose the potential street name change. FISCAL IMPACT The fiscal impact of this proposed street name change is minimal and limited to replacing the related street corner signs. STAFF RECOMMENDATION (Roll Call Vote) Adopt Resolution No. 2008- changing the street name of Hearon Drive to Campus Canyon Drive. ATTACHMENT: 1. Resolution ._t�r�� RESOLUTION NO. 2008- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, CHANGING THE STREET NAME OF HEARON DRIVE TO CAMPUS CANYON DRIVE WHEREAS, Section 34091.1 of the Government Code of the State of California provides that the name of any street within a City may be changed by the City Council of that City upon adoption of a Resolution ordering such a change; and WHEREAS, it has been proposed that the name of Hearon Drive, should be changed; and WHEREAS, a public meeting was scheduled for October 15, 2008, to consider such action and all known affected parties and public agencies were notified in writing of said public meeting and of the above mentioned proposed action; and WHEREAS, said public meeting was held and all written and oral testimony on the matter was received and considered. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Effective January 1, 2009, the name for Hearon Drive shall be changed to Campus Canyon Drive, as shown on Exhibit 'A' attached hereto and made a part hereof. SECTION 2. The City Clerk is directed to forward a copy of this Resolution to the Board of Supervisors of the County of Ventura, in accordance with the requirements of Section 34092 of the Government Code of the State of California. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
