SUMMARY
The City Council is being asked to consider authorizing the submittal of the Fiscal Year
(FY) 2008/09 Transportation Development Act (TDA) claim, in the amount of $1,265,943.
The City Council is also being asked to consider adjusting the City's FY 2008/09 budgeted
revenue for Fund 2603 (Streets /Roads) and Fund 5000 (Transit).
BACKGROUND
Each year the City Council is asked to approve a resolution authorizing the City Manager to
submit a claim for the City's TDA funds. The City is required to file this claim annually in
order to receive the funds. TDA revenue is generated from a % cent of the 7.25 -cent retail
sales tax that must first be spent on transit projects. After meeting any "unmet transit
needs that could be reasonably met using TDA funds," the remaining local TDA funds may
be used for streets and road related purposes. If approved, the City would claim its entire
$1,265,943 apportionment. This is slightly more than the FY 2008/09 expected revenue
budget of $1,258,695.
DISCUSSION
The funds are apportioned to the ten cities and the county using a formula based on
population. The City's FY 2008/09 TDA apportionment is $1,265,943. This is a decrease of
about 2.4% compared to the City's final FY 2007/08 apportionment of $1,296,670, but a
decrease of 7.1 % when compared to the original FY 2007/08 proposed apportionment of
$1,362,820. Economic conditions and changing consumer spending habits affect the

amount of TDA sales tax revenue that is generated. The City anticipated the lower budget
amount in the FY 2008/09 budget. Additional revenue in the City's budget reflects
"Deferred Revenue" from unspent funds of previous fiscal years.
TDA revenue is the funding source for the City's transit system, including the Senior Dial -A-
Ride and the Americans with Disabilities Act (ADA) Paratransit Dial -A -Ride, the Moorpark
City Transit fixed routes, and other transit improvements such as bus shelters. Transit
planning efforts by Public Works staff are also funded with TDA revenue. Major capital
costs, such as buses, are often funded with federal grants. In those cases, the local
matching funds (typically twenty percent) come from TDA funds. TDA also funds the City's
share of the VISTA -East (Ventura Intercity Service Transportation Authority) regional bus.
After the City's transit related expenses are met, the remainder is available for streets and
roads. Staff proposes that the City's FY 2008/09 claim include $339,784 for Transit (Fund
5000) and $926,159 for Streets and Roads (Fund 2603). The claim is different from the
City's FY 2008/09 budget in the following way:

Reducing the amount of revenue claimed for Transit will enable the City to use previous
years' unspent funds, rather than continuing to carry a fund balance of nearly $300,000.
The rules of TDA allocation are such that once TDA funds have been assigned to Local
Transit Programs, it is difficult to receive authority to use the unspent funds on Streets and
Roads. It is much easier, however, to transfer unspent funds from Streets and Roads to
Local Transit Programs. The proposed TDA claims would change the City's Estimated
Fund Balance for 6/30/2009 for Streets and Roads and Local Transit Programs in the
following way:

Staff has prepared a Resolution (Attachment 2) amending the FY 2008/09 Budget to reflect
the change in revenue for Streets and Roads, and Transit. The Resolution increases the
FY 2008/09 Streets and Roads revenue by $270,843 and decreases the FY 2008/09
Transit revenue by $263,596.
FISCAL IMPACT
The FY 2008/09 TDA Allocation will provide the City with $1,265,943. Streets and Roads
will receive $926,159 and Transit will receive $339,784.

RESOLUTION NO. 2008-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING THE FILING OF A
CLAIM FOR FISCAL YEAR 2008/09 TRANSPORTATION
DEVELOPMENT ACT FUNDS
WHEREAS, the Transportation Development Act (TDA), as amended (Public
Utilities Code Section 99200 et seq.), provides for the allocation of funds from the Local
Transportation Fund (LTF) and the State Transit Assistance Fund, for use by eligible
claimants for various transportation purposes; and
WHEREAS, pursuant to the provisions of the TDA, as amended, and pursuant to
the applicable rules and regulations there under (Cal. Code of Regulations Sections
6600 et seq.), a prospective claimant wishing to receive an allocation from the LTF or
the State Transit Assistance Fund shall file its claim with the Ventura County
Transportation Commission; and
WHEREAS, the City has a need for these funds for both transit and street
purposes in FY 2008/09; and
WHEREAS, the City is eligible for an estimated amount of $1,265,943 in
Transportation Development Act Funds, Article 8 monies for FY 2008/09.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file the City's FY 2008/09 TDA Claim in the amount of $1,265,943, broken down as
follows:
$926,159 — Local Transportation Funds
Article 8a (Streets and Roads), and
2. $339,784 — Local Transportation Funds
Article 8c (Transit).
SECTION 2. The City Clerk is directed to transmit a copy of this resolution to the
Ventura County Transportation Commission.
SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.

BUDGET TO INCREASE LOCAL TDA 8A FUND (2603), AND
DECREASE LOCAL TDA 8C FUND (5000) DUE TO FISCAL YEAR
2008/09 TRANSPORTATION DEVELOPMENT ACT ALLOCATION
WHEREAS, on July 2, 2008, the City Council adopted the budget for Fiscal Year
2008/09; and
WHEREAS, the FY 2008/09 TDA Allocation is different from the FY 2008/09
Budget adopted July 2, 2008; and
WHEREAS, a staff report has been presented to said Council detailing the FY
2008/09 Transportation Development Act Allocation and its effects on Local TDA 8A
Fund 2603 and Local TDA 8C Fund 5000; and
WHEREAS, Exhibit "A" hereof describes said budget amendment to Local TDA
8A Fund 2603 and its resultant impacts to the budget line item(s); and
WHEREAS, Exhibit "B" hereof describes said budget amendment to Local TDA
8C Fund 5000 and its resultant impacts to the budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment increasing the TDA 8A Fund (2603)
$270,843 from $655,306 to $926,159 is hereby approved.
SECTION 2. A budget amendment decreasing the TDA 8C Fund (5000)
$263,595 from $603,379 to $339,784 is hereby approved.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
