Lail, City Engineer/ Public Works Director DATE: October 3, 2008 (CC Meeting of 10/15/08) SUBJECT: Consider Resolution Amending the Fiscal Year 2008/09 Budget to Fund the Procurement of a New Changeable Message Sign (CMS) Trailer with Radar Capabilities and Declare Public Works Equipment (Sunray Solar Message Sign) No. 46 Surplus Equipment DISCUSSION 0 Background Public Works Equipment, (Sunray Solar Message Sign) No. 46, a Sunray Mini Portable Changeable Message Sign (CMS) with Radar capabilities purchased in 2001, has developed substantial function failure and is difficult to position for readability. This equipment is used frequently by both the Police Department and Public Works to advise the traveling public of their speed limits and for informational purposes. Recently, it was used on Spring Road and the speed advisory capabilities failed. The repair /retrofit estimates are $4,000 - $7,000. It has finished its cost effective, useable life span and is in need of replacement. Summary of Condition of Equipment No 46 (Sunray Solar Message Sin) A summary of the condition of Equipment No. 46 is as follows: • The estimated cost of repairing /replacing the CMS with Radar Central Processing Unit (CPU) and software: $3,000 parts and labor rate at $125 per hour. • The estimate to retrofit the trailer with a LED message panel, hand crank operated, outrigger jacks and additional battery capabilities consistent with the recently purchased CMS without Radar: $4,000 parts and labor. Battery Installation to be done by Public Works staff. Estimated Cost of New CMS /Radar Trailer A breakdown cost of a replacement for Equipment No. 46, is as follows: Description Est. Cost ($) Purchase Price 15,000 Cost of auxilary equipment ** 3,476 sub -total 18,476 Sales tax & fees 1,340 19,816 *' including radar option, outrigger, oversized solar collector and battery storage If approved, it is the intent of staff to purchase this new CMS with Radar capabilities identical to the basic CMS we purchased in Fiscal Year 2007/08. This would provide for ease in operation, training and mobility. The estimated delivery time for this new equipment is approximately four (4) weeks. The inoperative CMS will either be sold in its 'as -is' condition or stripped and reconfigured as a flatbed service trailer for continued City use. The stripped equipment will be sold in an 'as -is' condition. D. Budget Amendment Attached is a Resolution amending the Fiscal Year 2008/09 Budget to fund the purchase of a replacement for Equipment No. 46. Funding for this equipment will be from the Equipment Replacement Fund (4003). FISCAL IMPACT The proposed CMS with Radar is expected to cost $19,816. There are sufficient funds in the Equipment Replacement Fund 4003 for the purchase. STAFF RECOMMENDATIONS (ROLL CALL VOTE) 1. Adopt Resolution No 2008- 2. Attachment 1 Resolution )1! s S: \Public Works \Everyone \Reports \Staff Reports\2008 \0ctober \CMS with RADAR 10- 15- 08.doc 11 Attachment 1 RESOLUTION NO. 2008 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2008/09 BUDGET TO FUND THE PROCUREMENT OF A NEW CHANGEABLE MESSAGE SIGN (CMS) TRAILER WITH RADAR [EQUIPMENT REPLACEMENT FUND (FUND 4003)] WHEREAS, on July 2, 2008, the City Council adopted the Budget for Fiscal Year 2008/09; and WHEREAS, a staff report has been presented to the City Council requesting a budget adjustment in the aggregate amount of $19,816; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget amendment in the aggregate increase of $19,816 as more particularly described in Exhibit "A ", is hereby approved. SECTION 2.The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
