SUBJECT: Consider Closing Arroyo Vista Community Park Portable Skatepark
DISCUSSION
At their Special Meeting on October 5, the Parks and Recreation Commission concurred
with staff, and is recommending the permanent closure of the portable skatepark at
Arroyo Vista Community Park (AVCP). The existing skatepark was established on the
site of the AVCP multipurpose court, using portable ramps that could be moved and
placed in storage after each use. This was a beneficial arrangement at the time since
the multipurpose court was also used by a private roller hockey league and the City's
future objectives include the installation of basketball standards and court striping along
with volleyball court striping, making the facility truly a multipurpose court.
The portable skate ramps are worn out and have outlived their useful life. In their
current condition, they are not safe for use. They have been repaired a number of times
and continued repairs are not feasible. The cost to replace the ramps is approximately
$25,000. Staff has temporarily closed the skatepark until a decision can be made about
the facility's future status.
The skatepark is open two days per week. The average daily attendance
is approximately four skaters. Some days we have no skaters. As the City Council is
aware, the City is currently completing the design of an in- ground, concrete skatepark
as a part of the expansion of Poindexter Park. Completion of the Poindexter Park
skatepark is anticipated to be June, 2009. Due to low attendance at the AVCP
skatepark and the cost to replace the existing ramps, staff is recommending that the
AVCP skatepark be closed permanently and that the ramps be appropriately disposed.
With the skatepark closure, staff proposes to proceed with the multipurpose court
improvements identified above, which were included in the FY 2008/09 adopted budget.

FISCAL IMPACT
There will be some part time salary savings since the skatepark is supervised.
STAFF RECOMMENDATION
Authorize the closure of the Arroyo Vista Community Park skatepark and the disposal of
the skate ramps.
