Traffenstedt, Administrative Services Director /City Clerk T5T BY: Maureen Benson, Assistant City Clerk y 4b- DATE: October 2, 2008 (CC Meeting of 11/05/08) SUBJECT: Consider Teen Council Appointments to Fill Two Vacancies BACKGROUND On June 30, 2008, the Council appointed all nine applicants to serve on the 2008 -2009 Teen Council and gave direction to initiate recruitment in September 2008 to fill the two remaining vacancies on the Teen Council. This recruitment closed on September 30, 2008, with a total of eight (8) applications, which have been forwarded to Council under separate cover. As can be seen on the attached, action - stamped, staff report from the June 18, 2008 Council meeting, the current Teen Council includes 1 eighth grader, 1 ninth grader, three tenth graders, two eleventh graders, and two twelfth graders. There is currently no representative from the seventh grade. The names and grade levels from the recent recruitment are as follows: Seventh Grade Eleventh Grade Christina Chambliss — Chapparal Warren McQuinn — Moorpark High Middle School • Paul Patterson — Moorpark High Katie Woerner — Moorpark High Ninth Grade Katie Aamoth — Moorpark High Twelfth Grade Alexandra Peterson — Moorpark High Tenth Grade Natalie Small — Moorpark High Nicolette Orgel — Moorpark High • Served on Teen Council 6/2007- 6/2008 (1 year served) 000131 Honorable City Council Teen Council Appointments November 5, 2008, Regular Meeting Page 2 DISCUSSION Teen Council Membership and organization requirements are included in Resolution No. 2007 -2636 as follows: All appointments to the Teen Council shall be made by the Mayor of the City of Moorpark, with approval of the City Council, consistent with the adopted Council policy on procedure for appointments (Policy 5). The Teen Council shall consist of no less than seven (7) and no more than eleven (11) members, with a goal of having a minimum of one (1) representative from each grade level from 7th grade to 12th grade. All representatives must be City of Moorpark residents and must be enrolled in school. Special attention should be given to insure that all middle schools and high schools in Moorpark have some representation on the Teen Council. Representatives would typically be limited to not serving more than a total of three years on the Teen Council to allow more teens the opportunity to serve as a Teen Council representative. The Council's adopted procedure for appointments (Policy 5 in Resolution 2007 -2636) is as follows: A. The Mayor shall solicit suggested nominees from members of the Council. B. Prior to making a motion for appointment, the Mayor shall announce the names of all persons he /she intends to nominate, and in the order to be nominated, for a board, commission, or committee. C. The Mayor shall then make a motion putting forth each individual name to be approved for appointment. D. A second shall be required. E. The Council shall vote on each appointment individually. STAFF RECOMMENDATION Make a maximum of two (2) appointments to the Teen Council to complete the one -year term ending on June 30, 2009. Final recruitment for applicants closed on May 2, 2008.
