Plan, and, Consider Resolution Authorizing the Application for Fiscal
Year 2009/10 Bicycle Transportation Account, and, Consider
Authorizing the City Manager to Sign the Fiscal Year 2009/10 Bicycle
Transportation Account Application
BACKGROUND/DISCUSSION
On October 15, 2008, Moorpark City Council accepted the Moorpark Bicycle
Transportation Plan (Plan). The intention of accepting the Plan is to be eligible to apply for
Caltrans Bicycle Transportation Account(BTA)funding. Before applying for BTA funding,
the City must adopt a resolution (Attachment 1) adopting the Plan. This resolution is then
forwarded to the Ventura County Transportation Commission (VCTC)which will then certify
to Caltrans that the City has adopted a Plan. The City is proposing to apply for$206,323 in
BTA funding for Fiscal Year 2009/10 (Attachment 2). The funding will be used for the
bikeway portion of Capital Improvement Project(CIP) 8012, "Princeton Avenue Widening."
A resolution (Attachment 3) adopted by the City committing to the minimum 10 percent
local match must be included in the application. The application is due December 1, 2008.
Capital Improvement Project 8012 includes a Class II bikeway on the north and south side
of Princeton Avenue. If awarded, the $206,323 in BTA funds would cover 90% of the
bikeway cost, including design. The bikeway would connect the northeast section of
Moorpark with the rest of the City for bicyclists. Currently, CIP Project 8012 doesn't have
construction funding available. It is anticipated that the FY 2009/10 budget will include
funding for construction of the project.

FISCAL IMPACT
If the City's application is approved, the City is expected to receive $206,323 in BTA
funding in FY 2009/10. The funding is reimbursement based.
STAFF RECOMMENDATION
1. Adopt Resolution No. 2008- (Adoption of Moorpark BTA).
2. Adopt Resolution No. 2008- (Approval of Grant Application).
3. Authorize City Manager to sign FY 2009/10 BTA Project Application.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ADOPTING THE 2008 MOORPARK
BICYCLE TRANSPORTATION PLAN
WHEREAS, the Ventura ,,County Transportation Commission_ .Ppproved ,a
Countywide Master Bicycle Plan 5, 2007, including Appendix B: Moorpark
Bicycle Transportation Plan, and
WHEREAS, Moorpark City Council accepted the Moorpark Bicycle
Transportation Plan on October 15, 2008; and
WHEREAS, the Ventura County Transportation will certify to Caltrans that the
City has adopted its local plan after the City submits the signed Resolution adopting the
2008 Moorpark Bicycle Transportation Plan ; and
WHEREAS, adoption of the Moorpark Bicycle Transportation Plan enables the
City to qualify for certain state funding programs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Council adopts the City of Moorpark's 2008 Bikeway
Transportation Plan for the purpose of establishing a comprehensive policy document to
guide the development of the local bikeway system.
SECTION 2. That the City Engineer/Public Works Director is directed to transmit
a copy of this resolution to the Ventura County Transportation Commission.
SECTION 3. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.

A.Map and Cross Section Attachments
• Attach to the application a map to scale with north arrow showing the project location, length, limits,
adjacent land uses, activity centers and origins and destinations served.
• If this is an on-street bikeway project, include cross-sections showing the roadway prior to and after
project implementation.
If this is an off-street bikeway project include a cross-section.
B.Local Match
1. Please include the required resolution committing the applicant to the minimum
10% local match.
C.California Environmental Quality Act(CEQA)
Note:BTA projects must be in compliance with the applicable provisions of the California Environmental Quality
Act(CEQA)by the BTA application submittal date. The lead agency is responsible for preparing the required
environmental documentation, making the appropriate environmental determination, and submitting it with the
application. A 'Notice of Exemption'or 'Notice of Determination'usually satisfies this requirement. A letter from the
local agency, signed and dated on agency letterhead and making the appropriate environmental determination by
noting the CEQA provision specific to the project will also suffice.)

IV.EVALUATION CRITERIA
Streets and Highways Code Section 893 requires Caltrans to disburse "... money from the Bicycle
Transportation Account... for projects that improve the safety and convenience of bicycle commuters."
Streets and Highways Code Section 890.3 defines bicycle commuter as "... a person making a trip by
bicycle primarily for transportation purposes, including, but not limited to,
• travel to work,
• school,
• shopping,
• or other destination that is a center of activity and does not include a trip by bicycle primarily for
physical exercise or recreation without such a destination."
BTA project applications will be evaluated as Excellent, Good,Fair, Poor, or Ineligible according to the
following criteria. In the space provide, please provide the following information about the proposed
project.
1.How will the proposed project benefit bicycle commuters?
The Princeton Avenue Bikeway would connect the Northeast section of Moorpark(about 1/4 of the City)
to the remaining sections of Moorpark. The Princeton Avenue Bikeway would also be a step required to
connect the City of Moorpark to the City of Simi Valley(located East of Moorpark)via bikeways.
Princeton Avenue is currently a two-lane street(one lane per direction)with no paved shoulder. The
current small road and topography deters many cyclists,who would otherwise use the road to bike
to/from stores,work and the Metrolink Train Station.
2.How will the proposed project increase bicycle commuting?
Establishing a Class II Bikepath would provide safe bicycle commuting for cyclists attempting to gain
access to/from the Northeast section of Moorpark,where the local Community College, residential,
commercial,and industrial facilities exist. The Northeast section of Moorpark contains approximately
13%of the City's residential units and approximately 18%of the City's industrial zone. With no current
bikeway,there is little incentive for cyclists to bike to/from the Northeast section of Moorpark.
Examples of potential populations served in the Northeast section of Moorpark include: Moorpark
College(15,500 students, 500-600 employees);Moorpark Community High School(160 students,20
employees); Kavlico Corporation(1,000 employees). It should be noted that not only will this project
benefit the Northeast section of Moorpark,but it will benefit the City as a whole,giving the lower 3/4 of
Moorpark access to the remaining section of Moorpark and the City of Simi Valley.

3.Why is the proposed project the best alternative for the situation?
Princeton Avenue is the only road that connects the Northeast section of Moorpark with the rest of the
City. At this time, it is the only location where a bikeway could be built.
4.Discuss citizen and community involvement in the development of the proposed project.
During the Master Plan development, a Project Advisory Committee was developed that met throughout
the Plan's development. It consisted of City staff representatives and citizen representatives from local
bicycle clubs.
A Project website was developed to enable public participation:
http://www.altaplanning.com/venturacountybikeplan.
A User Survey was conducted July-November 2006,administered via website. The survey received 439
responses.
Public Workshops were held during the development. In July 2006,there was one workshop held in
Ventura and one workshop held in Moorpark. Additional workshops were held during the Summer of
2007.

9. PROPOSED BICYCLE FACILITIES AND PROGRAMS
9.1. BIKEWAYS NETWORK
The proposed bikeways network for Moorpark as shown in Figure 2 has been developed to provide
greater access throughout the city, build on connections to Oxnard and the rest of Ventura County, and
to address some of the bicycle facilities that are otherwise not standard for Caltrans purposes. The
location and type of the proposed bikeways,as well as the estimated cost for their implantation,are listed
in Table 9.

RESOLUTION NO. 2008-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, APPROVING THE APPLICATION FOR
GRANT FUNDS FROM THE STATE BICYCLE TRANSPORTATION
ACCOUNT FOR THE PRINCETON AVENUE BIKEWAY
WHEREAS, the Streets and Highways Code, Bicycle Transportation Account
provides funds for grants to local agencies for projects that improve safety and
convenience for bicycle commuters; and
WHEREAS, the State of California, Bicycle Facilities Unit, has the responsibility
for the administration of the program within the State, setting up necessary procedures
governing project applications under the program; and
WHEREAS, the City proposes to complete the Princeton Avenue Bikeway,
included in the 2008 City of Moorpark Bikeway Master Plan; and
WHEREAS, the City, if selected, will enter into an agreement with the State of
California to complete the project; and
WHEREAS, pursuant to the provisions of the Bicycle Transportation Account
Program, the City must furnish a minimum of 10 percent of the total project cost.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Manager and or his designee is authorized to execute
and file an appropriate Bicycle Transportation Account Project Application pursuant to
the applicable rules and regulations promulgated hereunder, together with all necessary
supporting documents, with Caltrans.
SECTION 2. That the City certifies the City has or will have available prior to
commencement of any work on the project included in this application, sufficient funds
to operate and maintain the project.
SECTION 3. That the City is committed to covering ten percent of total costs
associated with the Princeton Avenue Bikeway.
SECTION 4. That the City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original Resolutions.
