SUBJECT: Consider Plans and Specifications and Authorization to Advertise for
Bids for Construction of Lassen Avenue Bikeway/Walkway — Project
8074
BACKGROUND
On September 19, 2007, the City Council approved the Lassen Bikeway/Walkway project
and appropriated funds for the design and construction of the project. The project will
provide a 12-foot wide paved surface within the unimproved section of existing Lassen
Avenue right-of-way. It will be accessible for use by pedestrians and bicyclists between
Moorpark Avenue and Park Lane with connections at the ends of McFadden Avenue and
Cornett Avenue. The improvements would serve as a temporary use until a
determination as to the ultimate use of the Lassen Avenue right-of-way is made.
City Council resolved to amend the budget on September 19, 2007, to include $140,000
for the design, construction and inspection of the Lassen Bikeway/Walkway
improvements. At that time the funding sources were $70,000 from Fund 2904 — MRA
Area 1 2001 Bond and $70,000 from Fund 1000 — General Fund. On April 16, 2008, the
City Council resolved to apply for $70,000 in Local Transportation Funds under the
Transportation Development Act (TDA) Article 3. On June 6, 2008, the Ventura County
Transportation Commission (VCTC) approved the City's application for $70,000 in TDA
Article 3 funds. These funds, along with the MRA funds, will be used for the project
instead of the General Fund. These changes were included in the Fiscal Year 2008/09
Budget.
On September 17, 2008, the City Council approved the Lassen Bikeway/Walkway project
preliminary design.

DISCUSSION
A. Scope of Work
The subject project will construct a straight, 12-foot wide asphalt path within the
unimproved Lassen Avenue right-of-way extending from Moorpark Avenue to Park
Lane. The path will include striping, legends, and signs for a 6-foot wide walkway
next to a 6-foot wide bikeway. A 5-foot strip of wood chips will be installed on either
side of the paved path. The new path will have connecting ramps to McFadden
Avenue and Cornett Avenue. A chain link fence will be added along the south right-
of-way line to prevent ingress and egress from the path onto the Birkenshaw
property. All existing improvements interfering with the construction of the path will
be removed or abandoned (e.g. concrete slab, water well and stand pipe).
Staff has prepared final Plans and Specifications for the subject project, a copy of
which has been placed on top of the file cabinet in the City Council Conference
Room.
Staff has conducted an environmental determination and found the project to be
categorically exempt.
B. Proiect Costs
The estimated costs for the project are as follows:
Design $15,000.00
Construction $120,000.00
Inspection $5,000.00
TOTAL $140,000.00
C. Permits
1) Staff has applied for a Caltrans permit for the portion of work to be done within
State right-of-way on Moorpark Avenue. The Caltrans permit will be obtained
prior to advertisement for bids.
2) The contractor will be required to obtain a permit from Ventura County
Watershed Protection District for the destruction of the existing water well within
the project area.

D. Schedule
The anticipated project schedule is as follows:
Advertise for Bids 12/22/2008
Bid Opening 02/03/2009
Award of Construction Contract 02/18/2009
Notice to Proceed 03/18/2009
Project Completion 05/29/2009
E. Project Approval — Design Immunity
Approval of the plans and specifications for the subject project documents City
Council approval of the scope and design of the project. This approval is also
required for the purpose of establishing design immunity pursuant to Section 830.6
of the State of California Government Code.
FISCAL IMPACT
The Fiscal Year 2008/09 Capital Improvements Budget adopted by City Council includes
$140,000 for the design, construction, and inspection of the Lassen BikewayMalkway
improvements. The funding sources are $70,000 from Fund 2904 — MRA Area 1 2001
Bond, and $70,000 from Fund 2602 —TDA Article 3.
STAFF RECOMMENDATION
Approve the plans and specifications for the subject project and authorize staff to
advertise for construction bids.
