Lail, City Engineer/Public Works Director Prepared By: Shaun Kroes, Senior Management Analyst P DATE: December 4, 2008 (CC Meeting of 12/17/08) SUBJECT: Consider Submittal of Application for Proposition 1B State Funds and, Consider Resolution Amending the Fiscal Year 2008/09 Budget to Reflect FY 2008/09 Revenue Increase BACKGROUND Proposition 1 B (Prop 1 B) provides almost $20 billion in bond funds for the development and construction of a variety of transportation projects, with $2 billion made available to cities and counties to fund the maintenance and improvement of local transportation facilities. On April 16, 2008, City Council approved the submittal of an application for FY 2007/08 Proposition 1 B state funds in the amount of $581,448 for streets and roads. This revenue was received at the end of FY 2007/08 and will be used for a Slurry Seal / ARAM (asphalt-rubber aggregate membrane) Project for residential neighborhoods on the south side of Campus Park Drive, scheduled to commence in Spring 2009. Although it was a different grant program under Prop 113, the City also applied for Prop 113 Transit Security Grant Funding for FY 2007/08 in the amount of $100,000 for an extension of the security block wall in the Metrolink South Parking Lot in May 2008. Funds were received and applied to FY 2008/09. The security block wall project is currently in the design stage. In FY 2008/09 $187 million of Prop 1 B funds is available for use by cities for streets and roads. In order to receive these funds cities must first submit a plan to the State Department of Finance describing the project to be funded by this source. The $187 million has been allocated to all of the cities in California based on population. The amount allocated to the City of Moorpark is $537,418. Staff is recommending allocating the funds for a new Slurry Seal / ARAM Project on certain streets to be determined during the final development of the plans and specifications. S:\PublicWorks\Everyone\Reparts\Staff Reports12008\December\12-17-2008(FY 08-09 Prop 1B Application).doc 038 Honorable City Council December 17, 2008 Page 2 DISCUSSION The City of Moorpark is currently preparing the Campus Park Drive area Slurry Seal / ARAM Project for Spring 2009 as part of the Capital Improvement Program (CIP) project number 8002. This project calls for a bi-annual Slurry Seal / ARAM of City streets. The next Slurry Seal / ARAM Project would not be scheduled until FY 2010/11. However, staff recommends performing an additional Slurry Seal / ARAM Project in FY 2009/10 due to the availability of Proposition 1 B funds. If the recommended action is taken by the City Council, staff will revise and develop this project and include it in the proposed budget for FY 2009/10. The revised scope of the project will be for the construction of a Slurry Seal / ARAM Project on certain streets to be determined during the final development of the plans and specifications. The first step in the process required to obtain Proposition 1 B funding is the submittal of a plan to the State Department of Finance describing the project that would receive these funds. It is required that the City Council approve the preparation and submittal of said plan. If the City Council approves submitting a request for FY 2008/09 Proposition 1 B Funds, a Budget Amendment (Attachment 1) for FY 2008/09 will be necessary to reflect the additional Proposition 1 B funds that will be available. Once the State Department of Finance approves the City's application, it should receive the funds the following month. FISCAL IMPACT The Budget Amendment will increase FY 2008/09 Fund 2611 (Prop 1B — Local Streets and Roads) $537,418. The revenue will be spent in FY 2009/10. STAFF RECOMMENDATION (ROLL CALL VOTE) 1. Authorize staff to submit an application for Proposition 1 B funding for the 2009 Slurry Seal Project. 2. Adopt Resolution No 2008- Attachment 1. Resolution S:\PublicWorks\Everyone\Reports\Staff Reports\2008\December\12-17-2008(FY 08-09 Prop 113 Application).doe Attachment 1 RESOLUTION NO. 2008 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING THE FISCAL YEAR 2008/09 BUDGET FOR PROPOSITION 1B — LOCAL STREETS & ROADS [FUND 2611] WHEREAS, on July 2, 2008, the City Council adopted the Budget for Fiscal Year 2008/09; and WHEREAS, a staff report has been presented to the City Council requesting a budget adjustment in the aggregate amount of$537,418; and WHEREAS, Exhibit "A", attached hereto and made a part hereof, describes said budget amendment and its resultant impact to the budget line item. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a Budget Amendment in the aggregate increase of $537,418 as more particularly described in Exhibit "A", is hereby approved. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
