City Council Meeting
MOORPARK CITY COUNCIL —
AGENDA REPORT sY:
TO: The Honorable City Council
FROM: Yugal K. Lall, City Engineer/Public Works Direct
DATE: December 8, 2008 (CC Meeting of 12/17/2008)
SUBJECT: Consider Resolution Rescinding Resolution No. 2000-1718 Pertaining
to Parking Restrictions Along the Arroyo Vista Community Park
Access Road, and Establishing Revised Parking Restrictions on Said
Street
BACKGROUND
On March 15, 2000, the City Council adopted Resolution No. 2000-1718 (Attachment 1),
revising the parking restrictions on Arroyo Vista Community Park Access Road (Access
Road). In that it has been deemed necessary to revise certain portions of the parking
restrictions set forth in said Resolution, a new Resolution has been prepared.
DISCUSSION
Resolution 2000-1718 restricts parking between the hours of 7:00 a.m. to 3:00 p.m.
Monday through Friday on the south side of the Access Road fronting the Moorpark High
School Stadium. Staff is recommending changing the time restrictions to allow parking,
except between the hours of 10:00 p.m. — 6:00 a.m. (Attachment 2, Exhibit A). Staff is
also proposing to restrict oversized vehicles from parking in this area as well.
Staff is proposing to modify the bike lane along the south side of the Access Road,
approximately 1,015 linear feet. This redesign and modification entails the removal and
replacement of signage and striping along the Access Road to accommodate for both
parking and bike lane. Estimated cost for the striping/signing modification is about
$2,000. Moorpark Unified School District (MUSD) will contribute $600 towards the cost of
the striping project.
The attached resolution rescinds the resolution currently in effect and establishes new
parking rules for the Access Road.
0 0'!1,
Honorable City Council
December 17, 2008
Page 2
FISCAL IMPACT
The estimated cost for striping the new bike lane is $2,000. $1,400 will come from the
Park Maintenance and Improvement budget. Funds are currently available. The
remaining $600 will come from MUSD.
