Lall, City Engineer/Public Works Direct DATE: December 8, 2008 (CC Meeting of 12/17/2008) SUBJECT: Consider Resolution Rescinding Resolution No. 2000-1718 Pertaining to Parking Restrictions Along the Arroyo Vista Community Park Access Road, and Establishing Revised Parking Restrictions on Said Street BACKGROUND On March 15, 2000, the City Council adopted Resolution No. 2000-1718 (Attachment 1), revising the parking restrictions on Arroyo Vista Community Park Access Road (Access Road). In that it has been deemed necessary to revise certain portions of the parking restrictions set forth in said Resolution, a new Resolution has been prepared. DISCUSSION Resolution 2000-1718 restricts parking between the hours of 7:00 a.m. to 3:00 p.m. Monday through Friday on the south side of the Access Road fronting the Moorpark High School Stadium. Staff is recommending changing the time restrictions to allow parking, except between the hours of 10:00 p.m. — 6:00 a.m. (Attachment 2, Exhibit A). Staff is also proposing to restrict oversized vehicles from parking in this area as well. Staff is proposing to modify the bike lane along the south side of the Access Road, approximately 1,015 linear feet. This redesign and modification entails the removal and replacement of signage and striping along the Access Road to accommodate for both parking and bike lane. Estimated cost for the striping/signing modification is about $2,000. Moorpark Unified School District (MUSD) will contribute $600 towards the cost of the striping project. The attached resolution rescinds the resolution currently in effect and establishes new parking rules for the Access Road. 0 0'!1, Honorable City Council December 17, 2008 Page 2 FISCAL IMPACT The estimated cost for striping the new bike lane is $2,000. $1,400 will come from the Park Maintenance and Improvement budget. Funds are currently available. The remaining $600 will come from MUSD. WHEREAS, pursuant to Sections 21113 (c) ; 22507 and 22519 of the California Vehicle Code, the City Council adopted Resolution 98-1466 establishing certain parking restrictions within Arroyo Vista Community Park; and WHEREAS, those parking restrictions included the establishment of "NO STOPPING ANYTIME" , "NO STOPPING ANYTIME, EXCEPT BETWEEN THE HOURS OF 7 A.M. TO 4 P.M. , MONDAY THROUGH FRIDAY" and "PARK OFF PAVEMENT" zones at certain points on either or both sides of the Park access road; and WHEREAS, the City Council has determined that the public interest and necessity warrant the revision of those parking restrictions . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS : SECTION 1 . Parking restrictions at Arroyo Vista Community Park are hereby established as follows : A. "NO STOPPING ANYTIME" zones are hereby established on both sides of the Arroyo Vista Community Park Access Road, as generally described on Exhibits "A" and "B" attached hereto and made a part hereof . B. "NO STOPPING ANYTIME, EXCEPT BETWEEN THE HOURS OF 7 A.M. TO 3 P.M. , MONDAY THROUGH FRIDAY" zones are hereby established on the south side of the Arroyo Vista Community Park Access Road, as generally described on Exhibits "A" and "B" attached hereto and made a part hereof . C. "PARKING OFF PAVEMENT" zones are hereby established on both sides of the Arroyo Vista Community Park Access Road, as generally described on Exhibit "A" and "B" attached hereto and made a part hereof. Resolution No. 2000-1718 Page 2 SECTION 2 . The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original Resolutions . TO 3 P.M., MONDAY THROUGH FRIDAY", and "PARKING OFF PAVEMENT' zones at certain points on either or both sides of the Park Access Road ; and WHEREAS, the City Council has determined that the public interest and necessity warrant the revision of those parking restrictions, including the restriction of oversized vehicles; and WHEREAS, oversized vehicles shall mean any vehicle, as defined by Section 670 of the Vehicle Code, or combination of vehicles, which exceeds nineteen (19) feet in length, seven (7) feet in width, or eight (8) feet in height, exclusive of projecting lights or devices allowed by Section 35109, 35110, or 35112 of the Vehicle Code, as may be amended. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Parking restrictions at Arroyo Vista Community Park are hereby established as follows: A.
