SUBJECT: Consider Resolution Authorizing Submittal of a Grant Application for
Rubberized Asphalt Concrete Use to the California Integrated Waste
Management Board
SUMMARY
The City Council is being asked to consider a resolution approving the submittal of the City's
application for a Rubberized Asphalt Concrete (RAC) Grant to the State of California
Integrated Waste Management Board.
DISCUSSION
The California Integrated Waste Management Board ( CIWMB) has over the years offered
grants to public entities for the use of Rubberized Asphalt Concrete (RAC) in the
rehabilitation of streets and roads. The CIWMB is offering $6.5 million to public agencies for
FY 2006/2007. Applications are accepted on a continuous basis and awarded on a monthly
basis. The main purpose of this grant program is to provide incentives to local governments
to use recycled tires as part of RAC in the rehabilitation of streets and roads.
The City Council recently approved the preparation of plans and specifications for
rehabilitation of Tierra Rejada Road within the City limits using RAC. Currently the CIWMB
is offering up to $4.00 per ton of RAC use and is estimated the City will use up to 16,000
tons on Tierra Rejada Road ($64,000 in grant). The funding is awarded to public agencies
on a monthly basis at the CIWMB meeting.
The grant application must contain an approved resolution from each City's governing body
authorizing submittal of the application and identify the individual authorized to executive any
agreements, contracts, and requests for payments.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING SUBMITTAL OF A
GRANT APPLICATION FOR RUBBREIZED ASPHALT CONCRETE
TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT
BOARD, AND AUTHORIZING THE CITY MANAGER TO EXECUTE
ANY AGREEMENTS, CONTRACTS, AND REQUESTS FOR
PAYMENT
WHEREAS, Public Resources Code Section 42872.5 allows the California
Integrated Waste Management Board (CIWMB) to award grants to public entities for
funding of public works projects that use Rubberized Asphalt Concrete (RAC); and
WHEREAS, the CIWMB has been delegated the responsibility for the
administration of the RAC grant program, and to develop procedures governing
applications submitted by local governments under the program; and
WHEREAS, if awarded a grant, the city will enter into a grant agreement with the
State of California for development of the project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark authorizes the submittal of
a grant application to the CIWMB for Rubberized Asphalt Concrete Use Grant for Fiscal
Years 2006/07 though 2010/11.
SECTION 2. The City Manager or his /her designee, of the City of Moorpark is
hereby authorized and empowered to execute in the name of the City of Moorpark all
necessary applications, contracts, agreements, amendments, and payment requests
hereto for the purposes of securing grant funds and to implement and carry out the
purposes specified in the grant application.

SECTION 3. The City Clerk shall certify to the adoption of the resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
