Following is a status report on the various sites we discussed at our
meeting on May 15, 1997 with you and City Manager Steve Kueny:
1. G.I. Industries: Mike Smith cannot accomodate T &S, referred
to "Wade" at Simi Recycling. Wade has not returned calls;
Mike Smith states (5/21) that Wade probably can't accomodate
which is why he isn't calling back...
2. A -C Construction: Steve Anderson's initial reaction is to
not have T &S return, simply because it will generate
harrassment of A -C, and of the City, whether or not T &S are
in violation of anything (which they would not be under
A -C's contractors yard permit). He did not close the door,
and would reconsider if all else fails.
3. Trench Shoring: T &S have determined that there is no room
at this location.
4. Borick(S /new Caltrans yard): I have not been able to contact
this property owner. In the past he has only been interested
in selling, at a very high price.
5. City Property (Vicinity Patton): Steve Patton will not assist
T &S by moving off the City site and allowing access through
his property, primarily because he does not have enough room on
his own property, for all that he has there.

6. Peach Hill Soils: We all agreed that this site will not
work because it is not zoned properly to allow a temporary
use authorization.
7. City Property (Egg City): This is the most promising so
far. T &S would have plenty of room, well screened from
neighbors. In fact, the drive through loading tunnel provides
a soundproof minor truck maintenance area approximately 550,
west of the closest mobile home on West High Street, with its
openning facing due west, away from any sensitive use.
The Metrolink train parking is directly south of the tunnel
openning, screening any possible noise from the residences
south of Poindexter. And, the train engines and other train
maintenance activity over plays any activity that could
occur on the Egg City site.
T &S trucks (out once in A.M., back in at end of the work day)
are significantly less truck trips than previously involved with
Egg City, the zoning is appropriate, and utilities are on site.
T &S have also indicated a willingness to consider assuming
responsibility for salvaging out the Egg City off -load station
(estimated @ $30,000 according to Steve Hayes), and removing
all concrete surfaces and foundations in exchange for a 9 -12
month temporary use authorization.
8. Bonzai & Kazuko: I contacted Rick Heath, the REB representing
the property re: temporary use of one of the two vacant lots.
So far, no response; he was checking with the owner who is
interested in selling or build to suit. I suspect that the
property owner feels that the truck /equipment parking use would
detract from sales efforts.
I will be away on a short vacation from tomorrow through Tuesday,
5/27/97, but will monitor messages so please call if you want to discuss.
John, the Egg City site could be a win - win -win for all. The City could
avoid protracted problems with Egg City, at least in terms of timely clean
up of that site. If it looks like a possibility, we will contact Steve
Abboth when I return to see if he or his family would have any problems with
the temporary use.

In any event, please see if you can re -start the GPA /ZC for the T &S
property. It is the ultimate solution, and the Council was correct,
considering all the circumstances, when it screened this proposal through
on April 16th. That process will take long enough, and should be allowed
to be underway while we work out the temporary use situation; as you had
originally understood the reconsideration action of May 7, 1997.

By way of follow up to our letter of May 21, 1997 to Councilman John
Wozniak, please consider this a request to consider allowing the Tanner -
Shenkel trucking operations temporary use (9 -12 months) of the RDA property
at the SW termination of High Street.
Bill Tanner and Madelaine Shenkel have consulted with salvage companies
and feed mill dismantlers in the past few weeks to ascertain the cost of
removing the old Egg City off load station from the property. The estimates
are well within the Egg City estimate of $30,000 to render the property
completely clean and regraded.
In this regard, Tanner - Shenkel have concluded that they are beyond
their expertise in removing these specialized facilities. It appears that
the only way they could reasonably assist is if the City ended up having to
do the work, Tanner - Shenkel would consider contracting with the City to
retain salvage /dismantle subcontractors to complete the clean up.
Tanner - Shenkel would, however, offer to do the following site regrading
work in exchange for their temporary use of the property until their own
property is rezoned for their use:
Removal of all concrete and asphalt surfaces
I Regrade the site for proper drainage
Please be aware that Tanner - Shenkel feel confident that they can
occupy the property and function satisfactorily while the Egg City salvage

operation is going on. There is sufficient room for their parking in the
eastermost portion of the property while cranes, etc., are operating on the
westerly portion. Further, in this configuration the Tanner - Shenkel
operation will be insignificant in terms of the noise and construction
activities associated with the salvage operation. Upon its completion,
Tanner - Shenkel would move to the westermost portion of the property, out
of visual and noise range.
Thanks for considering this as an element of your pending cleanup of
the RDA property. Tanner - Shenkel are prepared to move on to the site
immediately upon execution of a Temporary Use Agreement, the sooner the
better in light of problems associated with their current location.
