SUBJECT: Consider Resolution No. 97 - _, Rescinding Resolution No. 94 -1064 and
Establishing New Parking Restrictions at Arroyo Vista Community Park
The City Council is being asked to consider a recommendation from the Parks and Recreation
Commission regarding revised parking restrictions on the portion of the Arroyo Vista Community
Park Access Road that begins east of the paved parking lot, just past the third gate. The
recommended action by the Commission requires rescinding the current Resolution No. 94 -1064
and adopting the attached new Resolution No. 97 -
On June 2, the Parks and Recreation Commission considered parking restrictions on the access
road at Arroyo Vista Community Park (AVCP). Specifically, the Commission reviewed the
existing AVCP Parking Resolution (No. 94 -1064) in light of the paving improvements and
relocation of the drainage ditch on the eastern half the of access road beginning at the third park
gate.
The existing resolution established "No Stopping Anytime" zones on the north side of the access
road from the top of the road at the Tierra Rejada Road intersection to its eastern most improved
end and on the south side of the access road from the Tierra Rejada Road intersection easterly to
a point approximately thirty feet (30) east of the easterly driveway of parking lot 2 (see
attachment A). No changes are being recommended for either side of the westerly half of the
access road from the Tierra Rejada intersection easterly to the third park gate. It is recommended
that that section of the road remain a "No Stopping Anytime" zone.
As a result of road improvements to the easterly half of the access road, the south now has a
wider dirt shoulder which will allow vehicles to park off the pavement and not restrict the flow of
traffic. The drainage ditch was relocated to the north side of the road and as a result, in some
areas the shoulder on the north side will not accommodate the full width of a vehicle. The

Commission recommends that parking off the pavement be allowed on the south side of the
access road east of the third park gate, and approximately 10 yards east of parking lot 3, and
ending approximately 5 yards west of parking lot 4 (see attachment B).
The Commission's recommendation was reviewed by Ken Gilbert, the City's Public Works
Director, and Sergeant Hindman. Staff concurs with this recommendation. Upon adoption of the
proposed Resolution No. 97 - ' staff will post "No Stopping Anytime" and "Park Off
Pavement" signs in the appropriate locations as indicated in the Resolution. Note that the portion
of the south side of the access road, east of the third gate, where curb and gutter exists, parking
will be allowed but no signs will be posted.
Lastly, staff will be installing a barrier along the south side of the eastern half of the access road to
deter vehicles access onto the park turf area. Since the newly paved access road is at essentially
the same grade as the park, it would be easy to drive a vehicle onto the turf. Staff is still in the
process of evaluating the design of the barrier.
Adopt Resolution No. 97 - , rescinding Resolution No. 94 -1064 and establishing new
parking restrictions at Arroyo Vista Community Park.
