BACKGROUND The City has received grant funds through the Community Service Employment Program for Older Americans Act (Title III and Title V), from the Ventura County Area Agency on Aging Council (VCAAA) for the past five years. Prior t.o FY 1.996/97, the funds were used to off -set the salary of. the full time Senior Center Coordinator. In 1996/97, the funds were used to hire two part time Recreation Leader positions c assist with program planning and implementation. The City is no longer eligible for Title V funds and as a result, the Council approved r -he allocation of CDBG funds to supplant the grant for FY 1997/98. However, the City remains an eligible recipient for Title III funds for one more year. As a part of the grant process, the :-it.y council must, indicate that it authorizes the renewal of the "jt e TIC grant by approving the attached Resolution. The City's match for this grant. is a 1 /9th of the funds requested and can include in-kind services, such as the Senior Center desk volunteers. Funds from Title III grant may only be used to pay enrollee's wages and fringe benefits, as established by the City. Enrollees must be paid the same wages as other persons doing the same work at the Senior Center. Enrollees must be covered under the City's Worker's Compensation Program. Physical. examinations are required of all enrollees prior to employment, and wt'11. be paid for by VCAAA. n,-, Staff proposes to apply for the renewal of this grant for 1997/98, in the amount of $8,366. The enrollee would be required to perform duties such as light clerical work, collating of materials, receptionist duties, organizing volunteer schedules, assisting with the execution of senior special events, program planning, and other duties as assigned RECOMMENDATION Adopt Resolution No. 97- authorizing staff to apply for Community Service Employment. Program for Older Americans Grant funding. UA7 RESOLUTION NO. CITY COUNCIL, CITY OF MOORPARK, STATE OF CALIFO, RESOLUTION APPROVING APPLICATION FOR COMMUNITY SERA EMPLOYMENT PROGRAM FOR OLDER AMERICANS FUNDS WHEREAS, the California Department of Aging has allocated funs to provide employment and ob training to residents ages 60 a� over; and WHEREAS, the Ventura County Area Agency on Aging, acting as the local administrator of these available funds has issued a Request for Proposal, offering local agencies an opportunity to apply for the funding; and WHEREAS, the funding would assist the City of Moorpark in further development of the Senior Center programs and operations, by providing additional staff support to the Senior Center; NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby: 1. Approves the filing of an application for the Community Service Employment Program for Older Americans Grant for the amount of $8,:366 for Title III; and 2. Certifies that said agency has matching funds from the following source: General Fund or other funds as determined by the City Council; and 3. Appoints the City Manager as authorized representative of the City to conduct all negotiations and execute and submit all documents, including but not limited to, applications, agreements, amendments, billing statements, and so on which may be necessary for the employment processing of the aforementioned Qcsit:ior.
