Meeting 6- 18 -97) SUBJECT: Consider a Resolution No. 97- Establishing Certain Parking Restrictions on Moorpark Avenue South of Los Angeles Avenue i _ � A. Background Approximately one year ago the owner of certain property located on the west side of Moorpark Avenue, south of Los Angeles Avenue, installed a fence along his /her east property, which is also the westerly edge of the pavement. The painted center line in this area is only sixteen feet (161) from this westerly edge of pavement. A parked car on the west side of the street would hinder southbound traffic and /or force southbound traf f is to cross over the centerl ine . In order to clarify the fact that it would not be appropriate for vehicles to park on the west side of the street adjacent to the chainlink fence, City Public Works personnel were directed to install NO STOPPING ANYTIME signs along the edge of the pavement where the fence was installed. Later, the east line of the property immediately south of the Arco Station was also fenced. This extended the fence line northerly to the southerly end of the widened portion of Moorpark Avnue at the Arco station. B. Arco Frontage The stripping plans for Moorpark Avenue, along the frontage of the Arco station, included the painting of side and diagonal line to direct southbound traffic easterly to better transition with the narrower street to the south. Recently there has been some confusion regarding whether it is legal or appropriate for vehicles to park along the curb in these painted "islands." 0002.615 Parking Restrictions Moorpark Avenue South of Los Angeles Avenue Page 2 C. Summary Now that the entire vacant property has been fenced and the extent of the availability of parking in this area has been determined, it is appropriate for the City Council adopt a resolution officially establishing these parking restrictions. It is recommended that those parking restrictions extend all the way to Los Angeles Avenue. Staff recommends that the City Council adopt the attached Resolution establishing certain parking restrictions on the west side of Moorpark Avenue south of Los Angeles Avenue. ®pk_so.prk 0001 V E
