SUBJECT: Consider Resolution No. 97- Amending
Resolution No. 93 -926 Pertaining to Parking
Restrictions on Los Angeles Avenue East of the
Intersection of Spring Road and High Street
[ Chuy's]
In November of 1996 the City Council first considered
a request from the owner of Chuy's Restaurant for the
re- striping of Los Angeles Avenue east of High Street
to facilitate curb side parking on the south side of
the street. The City Council approved the request,
provided all costs were borne by the applicant.
Rather than funding a City administered project, the
applicant decided to manage the project directly. He
retained an engineer, had plans prepared and approved
by the City and Caltrans and is in the process of
retaining a contractor to perform the restriping. The
work should be completed in early June.
B. Chanae to Parking Restrictions
The restriping project will enable vehicles to park on
the south side of the street. It is now necessary to
change the NO PARKING signs to permit street parking
in the affected area.
C. Resolution
The attached Resolution will change the parking
restrictions in the subject area as follows:

2. Limits: (See Exhibit 1)
From: A point approximately 290 feet east of
the End of the Curb Radius (ECR) on
Los Angeles Avenue at the southeast
corner of Los Angeles Avenue and
Spring Rd [the curb side parking zone
will start immediately east of the
westerly driveway to Chuy's].
To: A point approximately 900 feet east of
the above mentioned ECR [the curb side
parking zone will end just west of the
driveway to the Concrete batch plant].
Since this street segment is still under the
jurisdiction of Caltrans, it is necessary to seek and
obtain Caltrans approval prior to the replacement of
the parking restriction signs. At the time of the
writing of this report, a request had been sent to
Caltrans, but approval had not yet been received.
City costs to replace the parking restriction signs in
the affected area are estimated to not exceed $300.
The applicant, Chuy's Restaurant, has been asked to
fund these costs. The applicant may have his striping
contractor do the work, or pay the City to replace the
signs. All removed signs are to be returned to the
City's sign inventory.
Staff recommends that the City Council adopt the attached
resolution amending Resolution No. 93 -926 pertaining to
parking restrictions on Los Angeles Avenue east of High
Street.
