June 12, 1997 (CC Meeting of June 18, 1997) i,Arr= Report from City Manager on Program Reassignments within City Departments The vacancy of the Director of Community Services position has provided the City with an opportunity to evaluate reorganization of certain City programs. While most of the focus of the Community Services Department has been on parks and recreation, it has always included other functional programs. At one time, it even included much of what is now managed in the Public Works Department. The Community Services Department presently includes cable TV government channel programming, facilities and building maintenance and security, and landscaped parkways and median maintenance, in addition to parks and recreation. As the Council is aware, I appointed Mary Lindley as the Director of Community Services effective July 5, 1997. Mary Lindley has been the City's Assistant to the City Manager since July 1991 and has been the Interim Director of Community Services since January 1997. I have determined to reassign the City's solid waste and transit programs from the City Manager's office to the Community Services Department. The Management Analyst for Solid Waste currently assigned to the City Manager's Office will also be reassigned. With recent actions involving the County's Library Services Agency, the City will have an expanded role in operations of the library system and the Moorpark Library. This staff responsibility is being assigned to the Director of Community Services. The City Manager will continue to participate on the Library Technical Committee as needed. To accommodate the addition of these programs, I am reassigning responsibility for cable TV and government channel programming to the Administrative Services Department. This includes the contract with Video Max, character generator management, and equipment maintenance. This assignment will be reevaluated once an Assistant to the City Manager appointment is made. The aforementioned reorganization provides the opportunity to consolidate and expand efforts in the areas of public information X111 Report from City Manager on Program Reassignments Page 2 June 12, 1997 as well as customer service. The position should have more time to dedicate to these duties. The Assistant to the City Manager position will also retain responsibility for the City's legislative program, emergency management, coordination of intergovernmental relations, City goal setting, and special projects.
