CALL TO ORDER: The meeting was called to order at 5:04 by Jennifer Mellon 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Daniel Vargas 3. ROLL CALL: Present: Karam Barakat, Melody Espinoza, Caroline Gratke, Delia Hamm, Ranesha Harkness, Brandon Jimenez, Jett Landis, Benjamin Meyers, Nicholette Sichmeller, Saima Siddiqui, Diana Spencer, Vivek Thiyagarajan, Daniel Vargas, Matthew Watters Absent: Trisha Khandelwal, Connor Neilsen Staff Present: Jennifer Mellon 4. PUBLIC COMMENT: None. 5. DISCUSSION/ACTION ITEMS: A. Welcome Teen Council Members Jennifer Mellon welcomed the 2016-2017 Teen Council Members. B. Overview of Meeting Rules and Procedures The Teen Council was presented with the Brown Act and an overview of meeting rules and procedures was discussed. C. Teen Council Members Expectations Jennifer Mellon discussed the expectations of the Teen Council including attendance of members at all meetings and events. Teen Council is responsible for attending Teen Council Meetings and other Teen Council Activities; to actively participate in at least one Teen Council Subcommittee; solicit, receive, and relay to City staff input and suggestions about any matters of concern to the teen residents in Moorpark; participate in publicity and promotional activities of the Teen Council. Overview of Meeting Rules and Procedures (City Council Policies Resolution — Policy 6.7: Teen Council) 1) Day, time, and location. 2) Frequency (monthly). 3) Special meetings may be scheduled if needed. Discussion was had regarding day, time, and location. Teen Council member Jett Landis stated he will have to leave Wednesday night meetings at 5:45. All other Teen Council members were available on the First Wednesday of each month at 5:00 p.m. MOTION: Teen Council member Jett Landis moved and Daniel Vargas seconded the motion to have the Teen Council meetings at 5:00 p.m. on the First Wednesday of each month. The motion carried by voice vote: 14 - 0. Teen Council members Trisha Khandelwal, Connor Neilsen were absent. E. Upcoming Teen Programs Teen Council members were provided with the following information regarding events and meetings through December 2016: Teen Council Meeting, Wednesday 9/7/16 Teen Council Meeting, Wednesday 10/5/16 Halloween Cupcake Challenge, Friday 10/21/16 Fall Volunteer Day, Saturday 10/22/16 Fest 'n Film, Saturday 10/29/16 Teen Council Meeting, Wednesday 11/2/16 Movie in the Park, Friday 11/18/16 Teen Council Meeting, Wednesday 12/7/16 Winter Volunteer Day, Saturday TBD Breakfast with Santa Set-up, Friday 12/16/16 Breakfast with Santa, Saturday 12/17/16 Jennifer Mellon stressed that the Teen Council should plan on attending these events and getting other teens to also volunteer. Ms. Mellon reiterated that volunteer hours count towards the Moorpark High School graduation requirement. F. Teen Council Q & A The Teen Council discussed items they would like to explore including a Snow Excursion Trip, Music Festival, Textbook Money Drive, Touch a Truck type family event, and children's events. It was concluded that the City Young Adult Librarian, Moorpark High School Librarian, Chaparral Middle School Librarian, and the Mesa Teen Council Agenda September 7, 2016 Page 2 Verde Middle School Librarian would be asked to attend the next meeting. Jennifer Mellon suggested that the Teen Council pick some attainable goals which they could complete during their term. Some ventures to assist the community or schools that would not take a great deal of planning efforts. The Teen Council members are very busy young adults and by considering projects that will take a reasonable effort and time commitment may be the most successful. 6. Elect Chair, Vice Chair, and Secretary MOTION: Teen Council Member Sichmeller moved and Teen Council Member Myers seconded a motion to nominate Teen Council Member Khandelwal as Chair. The motion carried by majority. MOTION: Teen Council Member Vargas moved and Teen Council Member Landis seconded a motion to nominate Teen Council Member Myers•as Vice Chair. The motion carried by majority. MOTION: Teen Council Member Sichmeller moved and Teen Council Member Hamm seconded a motion to nominate Teen Council Member Gratke as Secretary. The motion carried by majority. B. Ms. Barton discussed the homework help program at Chaparral and the overwhelming student need they have for tutoring. A discussion ensued about how the library and teen council might assist with soliciting tutors at the high school through clubs and honors/AP classes. Ms. Appleton discussed the tutoring program at the Library as well. There was a brief discussion about doing book drives for the middle schools since they need Young Adult (YA) books in good condition. There was also discussion about the Moorpark High School library reading program that has a top list of popular YA books that the teens read and vote on. The books "compete" in a "best books tournament" in a bracket to see which book is the best of the year. Ms. Appleton announced a variety of programs for teens that happen at the Library. Teen Council Member Myers stated teens are not getting information about the programs. Discussion continued about ways in which to disseminate information to teens using Instagram to promote flyers for events; getting information to Moorpark High School afterschool clubs; etc. Ms. Mellon brought up the Straight Up reality improv reality party idea that Thousand Oaks recently hosted. Continued discussion about this event will occur at the next meeting. C. Upcoming Teen Programs and Events for Volunteering and Promotion. • Harry Potter Festival • Volunteer Day • Fest 'n Film Ms. Mellon reminded Teens about volunteer opportunities and that their participation is expected at the volunteer day and Fest 'n Film Event. 6.
