(Nelson\Nygaard) for evaluation of the City's fixed-route service and develop potential improvements and/or alternatives that will result in decreased expenditures and increase ridership. Nelson\Nygaard's scope of services includes: 1. Ridership and Market Analysis 2. Service Alternatives 3. Fare Study 4. Five-Year Plan Nelson\Nygaard has completed the majority of Ridership and Market Analysis and Service Alternatives (including passenger counts, passenger surveys and service alternatives). Nelson\Nygaard developed three service alternatives, Concept A, Concept B, and Concept C (attached to this staff report). Concept A would create a "North Route" and a "South Route" and would have 40 minute headways. Two buses would operate the service, with the buses either transitioning between North and South, or, alternatively, staying on one designated route and transferring passengers between routes at City Hall. Concept B would create a single route, with two buses operating the route. The route would have 50 minute headways and would remove the Peach Hill and Miller Parkway sections of the City's current service area. Concept C retains a majority of the current system's service area, with one bus traveling clockwise and a 106 Honorable City Council October 19, 2016 Page 2 second bus traveling counterclockwise. Concept C would have 70 minute headways; however, there is potential to reduce the headway to 60 minutes if service to Villa Del Arroyo Mobile Home Work was limited to certain trips. The current route headways average 59 to 77 minutes; depending on the route and trip. As required in the City's Agreement, Nelson\Nygaard is presenting the results of their public outreach findings and recommendations to the City Council. Based upon comments received from passengers, Nelson\Nygaard is recommending that the City move forward with Concept C. FISCAL IMPACT None. STAFF RECOMMENDATION 1. Receive Nelson\Nygaard's presentation and direct staff to proceed with Option C.
